About The Position

The ICT Partnerships Manager is responsible for the comprehensive management of the Port’s ICT contracts and procurements. This role oversees the entire contract lifecycle, including procurement coordination, budget support, vendor management, and payment processing for over 200 ICT contracts. The position requires maintaining an accurate portfolio of contracts, ensuring compliance with audit and authorization requirements, and developing standard operating procedures. The ICT Partnerships Manager acts as a subject-matter expert and strategic partner, managing all aspects of upcoming contract negotiations and recurring payments. They serve as the main point of contact for vendors and provide support to Port staff on vendor-related matters. Key responsibilities include supporting vendor sourcing and selection, leading Acquisition Planning Meetings, recommending procurement methods, researching industry best practices for risk reduction (e.g., cybersecurity, data privacy), providing budget input for technology contract commitments, and ensuring timely and accurate payment processing while fostering strong vendor relationships.

Requirements

  • Four (4) years of experience managing a portfolio of contracts.
  • Ability to apply equity and exemplify shared values, behaviors, and practices.
  • Ability to manage multiple high-profile projects, maintain up-to-date complex information, and develop organized plans based on key dates and procurement needs.
  • Effective negotiation and conflict resolution skills.
  • Ability to develop and maintain stakeholder relationships with a diverse group of professionals at various levels, both internal and external.
  • Ability to influence others by actively listening, understanding relevant facts, and clearly explaining the importance of requested actions.
  • Proficiency in using technology such as Microsoft Office tools, SharePoint, Workflows, and FreshService.
  • Ability to learn new technology and understand complex system relationships.

Responsibilities

  • Support vendor sourcing, evaluation, and selection processes in alignment with procurement policies.
  • Lead and facilitate Acquisition Planning Meetings with internal stakeholders.
  • Recommend and negotiate appropriate procurement methods in coordination with the Central Procurement Office (CPO).
  • Conduct research on industry Terms and Conditions (T&C) best practices and identify opportunities for risk reduction (e.g., cybersecurity, data privacy).
  • Provide accurate budget input for current and upcoming technology contract commitments, including estimated annual spend projections.
  • Provide ongoing support to payment staff for accurate and timely processing of contract-related payments.
  • Foster strong vendor relationships.
