ICAM Migration SME
About The Position
We are seeking experienced ICAM Migration Subject Matter Experts (SMEs) to support a large-scale Department of the Air Force Identity, Credential, and Access Management (ICAM) modernization effort. This highly visible role will serve as the technical leadership bridge between executive stakeholders and engineering teams, driving the migration of enterprise applications into a unified Zero Trust identity ecosystem. The ideal candidate combines deep expertise in identity and access management, large-scale migration initiatives, and federal cybersecurity requirements with the ability to lead complex integration efforts across enterprise platforms including Okta and SailPoint.
Requirements
- Active Secret Security Clearance.
- Okta Certified Consultant certification.
- 12+ years of experience supporting enterprise Identity, Credential, and Access Management (ICAM), Identity and Access Management (IAM), and authorization solutions.
- 12+ years of experience supporting federal government customers.
- Extensive experience leading large-scale identity modernization and migration initiatives.
- Deep expertise with Okta, SailPoint, or comparable enterprise identity platforms.
- Strong understanding of Zero Trust architecture and identity-centric security models.
- Experience designing and implementing enterprise authentication and authorization solutions.
- Experience leading technical teams across complex application integration projects.
- Knowledge of access governance, identity lifecycle management, federation, SSO, MFA, and directory services.
- Experience operating within Agile and DevSecOps environments.
- Excellent leadership, communication, and stakeholder management skills.
Nice To Haves
- Experience supporting Department of Defense (DoD) or Department of the Air Force programs.
- Experience leading enterprise-scale cloud identity transformation initiatives.
- Familiarity with NIPRNet environments and federal cybersecurity frameworks.
- Experience developing enterprise migration roadmaps and governance frameworks.
- Knowledge of continuous authentication, phishing-resistant authentication, and modern identity standards.
- Experience briefing senior government and executive leadership.
Responsibilities
- Lead the planning, execution, and oversight of enterprise ICAM migration initiatives.
- Design and implement scalable application onboarding and migration strategies.
- Develop and maintain standardized migration playbooks, procedures, and best practices.
- Provide technical leadership for identity governance, access management, and authentication modernization efforts.
- Coordinate engineering teams responsible for Okta, SailPoint, application integrations, and access governance.
- Drive the adoption of Zero Trust security principles across identity and access management processes.
- Oversee migration activities for legacy applications while minimizing operational disruption.
- Ensure compliance with Department of the Air Force (DAF) security, authentication, and access control requirements.
- Guide implementation efforts utilizing automated DevSecOps deployment pipelines.
- Collaborate with government stakeholders, program leadership, and technical teams to achieve migration milestones.
- Identify and mitigate technical risks related to application onboarding and identity modernization efforts.
- Provide expert guidance on authentication, authorization, federation, identity governance, and access lifecycle management.
