About The Position

Performs experienced technical and administrative work, planning, organizing, and directing the daily heating, ventilation, and air conditioning (HVAC) operation and maintenance of public buildings, parks, and machinery. This job is considered essential personnel and will be required to work during and after natural disasters and emergency situations.

Requirements

  • Any combination of education or experience equivalent to a high school diploma; Associate’s degree or technical degree; considerable experience in the repair and maintenance of HVAC and refrigeration systems.
  • Must possess or be able to obtain within 30 days of hire, a valid Virginia Driver's License with an acceptable driving record based on James City County criteria.
  • Must possess a Virginia Master’s License or North American Technician Excellence (NATE) certification or can obtain certification within 18 months of hire.
  • Must possess a certification I, II, and III card for handling refrigerants (CFC).
  • Knowledge of DDC especially Trane Controls; federal and state safety procedures and standards for heating and air conditioning repair and maintenance; proper procedures, methods, techniques, and equipment for the maintenance and repair of heating, ventilating, air conditioning, and refrigeration systems; and, principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction; leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
  • Skill in use of computer software, especially Microsoft Office Suite; and the safe and effective use of hand and power tools and other equipment of the mechanical trade.
  • Ability to organize, plan, and implement a maintenance program for HVAC and refrigeration equipment; diagnose and correct electrical power, lighting, or communication failures and diagnose problems and repair or replace a wide variety of heating, ventilating, air conditioning, and refrigeration equipment; read and interpret wiring diagrams, blueprints, and schematics; establish and maintain harmonious working relationships; deal efficiently and courteously with the public.

Responsibilities

  • Provides effective supervision of assigned staff, including selection, performance management, employee relations, training, prioritizing, and assigning work and related activities.
  • Coordinates and leads day-to-day field operations, acts in the absence of the Facilities Superintendent.
  • Leads the repair and maintenance of commercial HVAC systems, to include roof top units, chillers, boilers, cooling towers, pumps, split systems, unit heaters, water source equipment, refrigeration equipment, testing, and air balancing.
  • Programs, operates, and maintains the division’s internet-based central building automation system to provide remote service to division facilities; develops and maintains building HVAC system operating schedules; reviews and edits control programs to change set points; performs emergency restarts as necessary; and performs detailed control systems diagnostics for integrity of system operation and troubleshoots malfunctions.
  • Provides input to the engineering staff in the preparation of designs, design drawings, contract documents and engineering specifications for engineering work.
  • Acts as a Project Coordinator for small-scale projects not meeting the capital budget threshold; this includes but is not limited to development of project scope, review of design drawings, and contract management; conducts annual facility assessments to develop future operating and capital budgeting needs.
  • Performs other duties as assigned.
