About The Position

Cambridge International Systems, Inc. is seeking a HUMINT/Counterintelligence Operations Specialist to support operations in El Paso, TX. This position is contingent on contract award, with an expected start date in September 2026. This is a full-time, CONUS position requiring an active DoD TS/SCI Level clearance. As a HUMINT / Counterintelligence Operations Specialist, you will support a high-priority Special Operations and Joint Interagency mission in El Paso, Texas. This position directly supports operational planning, collection management, source operations, and all-source intelligence production in support of national security objectives. The ideal candidate is an experienced HUMINT or Counterintelligence professional with a strong operational background, exceptional analytical skills, and the ability to operate in a dynamic, mission-focused environment supporting military, law enforcement, and interagency partners. This role falls under Threat Intelligence Analyst within our compensation framework.

Requirements

  • Must be proficient in using different technologies such as computers and other tools and systems pertinent to the position.
  • Bachelor's degree from an accredited college or university.
  • Equivalent combinations of education and experience may be considered where applicable.
  • Minimum eight (8) years of operational experience supporting HUMINT, Counterintelligence, J2X, or Intelligence Operations.
  • Graduate of a Service HUMINT Military Occupational Specialty (MOS) qualification course or equivalent government HUMINT training.
  • Graduate of the Defense Strategic Debriefing Course (DSDC).
  • Demonstrated experience analyzing HUMINT and Counterintelligence reporting to identify foreign intelligence threats, insider threats, and operational opportunities.
  • Experience supporting J2 staff functions, intelligence collection management, and operational planning.
  • Demonstrated experience drafting Intelligence Information Reports (IIRs), Source Directed Requirements (SDRs), and finished intelligence products.
  • Must have a current and active DoD Top Secret/SCI security clearance.

Nice To Haves

  • Previous experience supporting USSOCOM, USNORTHCOM, Joint Task Forces, Special Mission Units (SMUs), or Joint Interagency Task Forces.
  • Experience supporting J2X organizations, HUMINT Operations Cells (HOCs), or HUMINT Collection Teams (HCTs).
  • Familiarity with DIA HUMINT tradecraft standards, Intelligence Oversight requirements, and domestic operational authorities.
  • Experience utilizing Intelligence Community databases such as CHROME, JWICS, and other classified intelligence systems.
  • Strong briefing and communication skills with experience presenting operational assessments to senior military leaders and interagency partners.
  • Demonstrated ability to operate independently in fast-paced operational environments while managing multiple priorities.
  • Must have an active passport to support OCONUS travel and/or living requirements

Responsibilities

  • Conduct all-source intelligence analysis by integrating HUMINT, SIGINT, GEOINT, OSINT, and other intelligence disciplines to identify threat networks, vulnerabilities, and illicit pathways.
  • Produce finished intelligence products, including intelligence summaries, network analysis, executive briefings, and operational assessments.
  • Develop targeting packages and actionable operational leads to support HUMINT collection, law enforcement coordination, and interdiction efforts.
  • Advise government leadership on collection priorities aligned with Priority Intelligence Requirements (PIRs), law enforcement requests, and operational objectives.
  • Identify intelligence gaps and develop Source Directed Requirements (SDRs) to guide future HUMINT collection efforts.
  • Provide technical advisory support to HUMINT Collection Teams (HCTs) and assist in the planning, synchronization, and deconfliction of HUMINT operations.
  • Review operational proposals, Concepts of Operation (CONOPs), and sensitive activity plans to assess technical feasibility and operational risk.
  • Conduct HUMINT collection activities in accordance with applicable regulations and prepare Intelligence Information Reports (IIRs) documenting collection results.
  • Support Counterintelligence activities and force protection initiatives in accordance with organizational policies and government guidance.
  • Manage source administration, source validation, operational records, and accountability within classified intelligence systems.
  • Review, process, and disseminate HUMINT reporting while ensuring compliance with DIA tradecraft standards and Intelligence Oversight requirements.
  • Conduct technical reviews and evaluations of Intelligence Information Reports (IIRs) using Intelligence Community databases such as CHROME, providing quality assurance and actionable feedback to collection elements.
  • Prepare executive summaries, decision papers, operational briefings, and staff packages for senior leadership.
  • Brief J2X leadership, command staff, and interagency partners on HUMINT operations, collection posture, analytical findings, and operational synchronization.
  • Serve as the primary liaison between field collectors, command leadership, and interagency partners to facilitate mission coordination and operational deconfliction.
  • Perform additional mission-related duties as required in support of evolving operational requirements.
  • Proactively identifies, tracks, and manages emerging threats and vulnerabilities to safeguard an organization’s digital infrastructure.
  • Establishes ongoing monitoring and analyzes data from various sources to identify threats and risks.
  • Investigates internal security incidents and coordinates quick and effective response efforts to counter them.
  • Performs frequent security audits and penetration testing of commonly used systems.
  • Researches, collects, and analyzes intelligence data and prepares strategic reports.
  • Trains employees on how to securely use and store sensitive information.
  • Develops response strategies derived from modern threat tactics to prevent future attacks.
  • Stays up to date in modern trends in cyber threats, attack techniques, and security technologies.
