About The Position

The Human Trafficking (HT) Division supports the DFPS mission to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. The HT Analyst provides the division with advanced senior-level organizational, operational, program policy, procedural, data and legislative analysis to support the expansion of human trafficking initiatives (intra-agency, inter-agency, and cross program) statewide for the various populations served by DFPS. Through research, review, and evaluation, this position develops solutions to organizational issues and concerns, develops organizational change strategies and plans, reports, technical documents and/or training as it relates to HT initiatives. Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines. Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated. The HT Analyst routinely facilitates cross-functional teams/workgroups (internal and external) for successful human trafficking prevention and intervention program/policy and legislation design, implementation and evaluation. Evaluates HT industry developments and makes recommendations for possible agency application.

Performs advanced (senior-level) professional organizational and policy analysis work conducting organizational studies and evaluations, analyzing systems and procedures, conducting simplification studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May serve as a team lead.

Requirements

• Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience may be substituted for education on a year to year basis.
• Experience in the management of a business function, division, or department relevant to the assignment.
• At least Five (5) years full-time consultative, supervisory, managerial, professional or technical work which must include: Analysis of work problems having an administrative aspect and interpretation of complex material; or Planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved.
• Experience with child abuse and neglect and/or human trafficking related practice and/or policy preferred.
• Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; methods and procedures analysis techniques; work simplification methods; forms and records design and control procedures; and statistical analysis.
• Knowledge of agency policies, procedures and regulations.
• Knowledge of local, state, and federal laws and regulations relevant to program areas.
• Skill in the use of a computer and applicable software.
• Skill in establishing and maintaining effective working relationships with management and stakeholders both internally and externally.
• Skill in providing logistical and technical support for training.
• Skill in authoring readable documents/reports, policies and procedures dealing with complex subject matter and in communicating, both orally and in writing, for a wide variety of audiences.

Responsibilities

• Collects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization.
• Collects quantitative and qualitative data on employee performance and/or organizational procedures related to Human Trafficking and Child Welfare to identify trends, inefficiencies, and areas for improvement.
• Collects and analyzes performance data and information provided by Data and Analytics with varying frequency (daily, weekly, monthly, quarterly, yearly), and staffing and organizations structure across the state.
• Provides State Office Leadership, Regional Leadership, program specialists, and field staff and Single Source Continuum Contractors with data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development.
• Provide and develop recommendations, and implementation of policy and procedural changes by providing data-driven insights that guide the change process and ensures staff’s space utilization encompasses program’s needs.
• Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines.
• Initiates reviews of internal data for compliance, clarity, and adherence to current policy and statute.
• Develops, monitors, and disseminates workforce and productivity reports and data to communicate results and submits recommendations for changes or program improvements.
• Leads and serves as the subject matter expert (SME) for the implementation and ongoing management of complex program initiatives on the Prevention and Diversion of Human Trafficking.
• Develop and present recommendations for initiatives that align with the agency’s goals and operational needs.
• Provide guidance and support for pilot programs within the DFPS to ensure conformance to HT agency standards and established guidelines, policies, and procedures.
• Reviews and tracks the impact of implemented recommendations, gathering data to evaluate effectiveness.
• Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.
• Consults with State Office Leadership, Regional Leadership, program specialists, and field staff related to agency studies on policy and practice implementation.

• Develops partnerships with advocacy groups, professional associations, and the general public to constantly improve communication, responsiveness, and continued cross-divisional support.
