About The Position

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces. This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Two years of professional experience in providing or administering health services, social services and/or unemployment services.
  • Experience in providing or administering health services, social services and/or unemployment services will substitute for the required education on a year-for-year basis.

Responsibilities

  • Analyzes a statistically valid sample of benefit cases as assigned to determine compliance with the federally required benefits accuracy measurement (BAM) program; compiles facts involving misrepresentation and fraudulent receipt of benefits, incorrect benefit charges, underpayment and overpayment of unemployment benefits and recommend corrective action.
  • Performs analysis of denied unemployment insurance claims for the BAM Denials program; checks all documentation in sample cases; works with professional staff to resolve errors discovered during the review.
  • Conducts quality reviews of unemployment insurance nonmonetary case decisions; evaluates those decisions for correctness and compliance with federal requirements.
  • Prepares case summaries of analysis and review and provide information on detected issues to appropriate parties for corrective action; attends programmatic training and meetings.
  • Performs other duties as required.
