About The Position

The Broward County Board of County Commissioners is seeking qualified candidates for the Human Services Supervisor (BARC Outpatient) position with the Human Services Department - Broward Addiction Recovery Center. The Human Services Department is seeking a Human Services Supervisor to provide effective leadership, administrative oversight, and case management support within a dynamic human services environment. The Human Services Supervisor plays a vital role in coordinating program operations, supervising staff, and ensuring the delivery of high-quality services to vulnerable populations. Key responsibilities include monitoring casework performance, reviewing clinical and program documentation, conducting case consultations, and ensuring compliance with agency, funder, and accreditation requirements. The position also contributes to policy development, assists with crisis intervention for high-risk consumers, and collaborates with external partners such as law enforcement and child protective investigators. Additional duties include participating in budget preparation, supporting recruitment and training efforts, and acting as an agency liaison to community organizations to strengthen service networks. The ideal candidate brings strong leadership abilities, experience in social services or counseling, excellent analytical and communication skills, and the capacity to coordinate multiple program functions while maintaining accuracy, consistency, and adherence to organizational standards.

Requirements

  • Requires a Bachelor's degree from an accredited college or university with major coursework in social work, mental health counseling, marriage and family therapy, psychology, gerontology or other closely related field.
  • Requires two (2) years in social services casework, counseling and/or other closely related experience including six (6) months of lead work/supervisory experience.
  • Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

  • Doctoral Degree from an accredited college or university with major coursework in social work, gerontology, psychology, or closely related field.
  • Certified Clinical Trauma Professional (CCTP, Renewal every 1 to 2 years)
  • Qualified Supervisor (renewable every 2 years by the Florida Department of Health)
  • Certified WELLE Trainer (Annual Renewal)
  • Certified Motivational Interviewing with the Motivational Interviewing Network of Trainers (MINT)
  • 3+ years working in a trauma informed care environment
  • 5+ years of working with an evidence-based practice used for treatment with substance use disorders
  • 5+ years of Supervisory experience
  • Bilingual

Responsibilities

  • Oversees daily program activities and ensures consistent coverage across all locations.
  • Assigns, monitors, and adjusts staff duties to support smooth operations.
  • Reviews case and program records for quality, accuracy, and compliance with agency and funder requirements.
  • Supports adherence to treatment expectations, client behavioral guidelines, and safety protocols.
  • Tracks operational concerns and trends and reports findings and solutions to leadership.
  • Assists with budget preparation and reviews program requests for goods and services.
  • Supervises, evaluates, and supports staff performance using appropriate HR tools.
  • Provides coaching, mentoring, modeling, and regular feedback to promote professional development.
  • Addresses performance concerns promptly and helps maintain a positive, professional work environment.
  • Provides back-up case management or counseling when needed.
  • Participates in staff recruitment, hiring, and disciplinary actions.
  • Ensures staff complete all required documentation accurately and on time.
  • Provides case consultation and approves eligibility determinations or service recommendations.
  • Assists staff with crisis intervention for high-risk participants and ensures proper documentation and follow-up.
  • Provides direct services to program participants and caregivers when required.
  • Understands the roles and tasks of all unit staff and provides coverage as needed.
  • Facilitates communication across shifts and unit locations to ensure continuity of care.
  • Collaborates with counselors, case managers, nursing, leadership, and community partners to coordinate services.
  • Acts as a liaison with community organizations to support integrated service networks.
  • Consults with law enforcement, child protective investigators, and partner agencies as needed.
  • Participates in developing program policies, procedures, and work plans aligned with performance improvement processes.
  • Supports accreditation and certification activities and participates in related reviews.
  • Develops and delivers training on new systems, procedures, and emerging trends.
  • Reviews staff use of electronic client service tracking systems and ensures proper application.
  • Participates in supervisory, multidisciplinary, administrative, and performance improvement meetings.
  • Provides expert witness testimony, depositions, or court statements when required.
  • Assists clinical staff in preparing for judicial processes.
  • Performs related work as assigned.
