About The Position

This is a responsible supervisory position covering respective shifts in the Western Regional Adolescent Services (WRAS) units. Employees in this class supervise the work of assigned staff, and ensure efficient and effective operation of WRAS, acting as designee in the absence of the Adolescent Services Superintendent, encompassing any and all duties of that position. Persons in this class shall report to the Superintendent of Adolescent Services. Persons in this position exercise independent judgment within established systems and procedures of the department.

Requirements

  • Graduation from an accredited college or university with degree in Criminal Justice, Sociology, Psychology, Administration or closely related field.
  • Two years of experience working in a youth institution, corrections or similar adolescent services facility. Five years of experience may substitute for the degree.
  • Previous supervisory experience and demonstrated leadership capability.
  • Verification of previous employment per Wisconsin Statutes.
  • Must be available to work all shifts and remain on the unit for 8 to 16 hours without leaving.
  • Must be ablet to physically restrain aggressive youth.
  • Must be able to learn to administer CPR from a kneeling position.
  • Must be able to obtain certification per Department of Justice Training and Standards requirements as Secure Detention Officer, which requires 184-hr. training program to be completed within the first year of employment. Must maintain Secure Detention Officer certification during employment which requires 24 hours of training annually. Persons not meeting certification cannot work in the facility.
  • Successful outcome with reference checks, physical evaluation, pre-employment drug screen, and criminal background check that is acceptable to the State Training and Standards Bureau (includes no felony convictions).
  • Must have a valid driver's license and good driving record.

  • Ability to develop knowledge of federal, state and local laws and regulations as they relate to the juvenile justice systems.

Responsibilities

  • Maintains staffing patterns and internal policies and procedures as are necessary for the effective operation of all units of WRAS and to meet relevant federal, state, and local requirements.
  • Supervises and directs staff of all units and shifts of WRAS; responsible for hiring, supervision, training, motivation, evaluation, providing performance feedback, scheduling and layout of work of section personnel. Empowers staff while holding them accountable to expectations. Enforces policies and procedures of WRAS.
  • Guides staff through trainings and modeling which focus on interpersonal communication, engagement, and increasing self-regulation with youth in our care.
  • Implements training programs to assure that assigned staff is performing at an acceptable level and can capably interchange work assignments.
  • Provides services that incorporate best practices including trauma informed, cognitive behavioral, culturally­ responsive and strengths-based principles to develop and implement programming that meets the needs of the youth in our care. This includes but is not limited to addressing mental health, substance use disorders, familial issues and rehabilitative needs.
  • Assures that security of the department is maintained on the shift and determines who will, or will not, have access to the facility under established policies.
  • Is trained and knowledgeable verbal and physical de-escalation techniques to be able to lead and/or assist staff and supervisors in emergency situations.
  • Collaborates with system and community partners (i.e. School District, youth serving agencies, law enforcement, etc.) to ensure positive community partnerships and maximized opportunities for youth in care.
  • Identifies and enforces discipline of detained juveniles who violate the rules of the facility, in accordance with facility policies and Administrative Rules.
  • Responsible for data collection and outcome evaluation to determine program success.
  • Responsible for contributing to the continued Licensure of the shelter and secure unit. Ensures all state mandated reporting takes place in a timely manner.
  • Assures that all areas of the facility on the shift have adequate staff coverage, which may involve re- scheduling of employees, calling staff in, or forcing staff to stay for an additional shift.
  • Maintains confidentiality of work-related information.
  • Maintains facility inventory and supervises inventory control.
  • In emergency situations such as suicide attempts or evacuation, rescues residents, which includes supporting weight of resident by lifting and/or dragging and/or administering CPR from a kneeling position.
  • Performs the duties of Adolescent Secure Unit Worker and Adolescent Shelter Unit Worker.
  • Drives youth to and from appointments and recreational activities.
  • Utilizes critical thinking skills and authority to make decisions, in a timely manner, that may not be fully covered under established procedures.
  • Assures that proper reports and logs are maintained.
  • Shares in the on-call duties of WRAS.
  • Uses computers daily to communicate with staff and stakeholders, enter data, complete reports, review staff data entry, create and share schedules, and review payroll.
  • Works when scheduled, with minimum use of sick leave, to build up sick leave balance for income protection for unexpected illness.
  • In this public service position, the employee is expected to align with agency values and the Department's Code of Conduct. The employee is also required to be courteous, cooperative and respectful at all times with the public and clients. The employee is expected to establish and maintain a courteous, cooperative and respectful working relationship with other employees, supervisors, and public officials.
  • The supervisor is required to perform other duties as may be assigned or required.
