About The Position

Consider joining the Virginia Department of Health as we foster healthy and resilient communities. This is your opportunity to serve the public in the Early Intervention Program at the Roanoke City/Alleghany Health District. Provides support, in a staff capacity, by focusing on intermediate term program issues with agency wide application. Characteristic duties include: program development, planning, monitoring, analysis, grants management, recommending policies and procedures, program research, and evaluating changes in rules, regulations and legislative proposals for impact on service delivery. Thorough knowledge of program management, analytical principles and service integration is necessary. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor. This position is responsible for leading the Roanoke Valley’s Infant and Toddler Connection of Virginia (Early Intervention) program. Any infant or toddler in Virginia who isn’t developing as expected or who has a medical condition that can delay typical development is eligible to receive early intervention supports and services under Part C of the Individuals with Disabilities Education Act (IDEA). Early intervention supports and services focus on increasing the child’s participation in family and community activities that are important to the family. In addition, supports and services focus on helping parents and other caregivers know how to find ways to help their children learn during everyday activities. Candidates are required to meet the Early Intervention Practitioner Qualifications as defined in Chapter 12 of the Early Intervention Practice Manual.

Requirements

  • Knowledge of program planning, research, evaluation, and quality control methods.
  • Experience providing technical assistance related to program development and analysis.
  • Experience in conducting research, including data collection, analysis, and dissemination.
  • Ability to interpret and implement data collection and reporting requirements.
  • Experience leading complex research or related projects.
  • Ability to develop reports, manage electronic data, and create effective data visualizations.
  • Skilled in presenting information clearly and effectively.
  • Strong communication skills, verbal and written, to provide leadership, set priorities, facilitate collaboration, and effectively convey information to others.
  • Candidates are required to meet the Early Intervention Practitioner Qualifications as defined in Chapter 12 of the Early Intervention Practice Manual.

Responsibilities

  • Supports the development, planning, research, and implementation of programmatic activities and project initiatives
  • Collects and gathers data; analyzes data and results; maintains accurate documentation of data and records; prepares reports as requested
  • Provides accurate and timely information about relevant public health issues and program activities
  • Evaluates effectiveness of policies and procedures; recommends changes; maintains knowledge of applicable regulations and legislation and effectively communicates changes that impact the program
  • Supports system planning and development; identifies system needs/issues; reports findings to supervisor/committees
  • Provides timely and complete assistance and follow-up on all program and project activities
  • Supports the development and establishment of policies, processes, and procedures that support the program
  • Provides appropriate and accurate information, guidance, and technical assistance to staff, leadership, workgroups, councils, etc., consistent with program goals, policies, and regulations
  • Responds to requests for information; provides specialized technical assistance and guidance to support the program
  • Creates appropriate and user-friendly educational materials and resources for use by stakeholders and partners
  • Develops and monitors quality assurance policies and procedures; recommends corrective actions as needed; follows-up to ensure completion and compliance with policies and procedures
  • Creates and delivers presentations, internally and/or to public audiences
  • Provides training and subject matter related guidance in program area; may assess training needs and provide internal and external training opportunities to improve program functions and knowledge
  • Evaluates program goals and outcomes to ensure the program meets the needs of participants/stakeholders, and assesses the overall efficiency of programmatic activities to make any necessary programmatic adjustments
  • Tracks and reports all grant-related activities and outcomes; monitors allocated budget expenditures; verifies assets acquired through grant funding
  • Assists with grant applications and produces progress reports
  • May be required to perform other duties as assigned.
  • May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
  • May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies.
  • If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. You may be required to periodically come into your assigned office to attend meetings or training.
