About The Position

The Human Rights Committee (HRC) provides safeguards aimed at protecting the human and civil rights of all people supported by Monarch. The HRC reviews practices that may restrict personal freedoms, including behavior programs, medication use, rights violations, and restrictive interventions. It also reviews cases of alleged or substantiated abuse, neglect, mistreatment, or exploitation by employees, and monitors agency functions to ensure safety and freedom. The HRC also serves as the Intervention Advisory Committee, reviewing and approving the use of restrictive interventions. All procedures apply to both HRC and Intervention Advisory Committee functions.

Requirements

  • Must complete all required initial and annual trainings.

Responsibilities

  • Review agency procedures related to the protection of rights, incident reporting, and confidentiality, upon development and updates.
  • Review agency policies and procedures that have the potential for unintended restrictions.
  • Review all medications used or recommended for psychiatric diagnoses to support a behavioral support plan, ensuring best practices, current diagnosis, supporting data, ruled-out medical causes, inclusion of educational strategies, and involvement/approval from the person supported and their representatives.
  • Review all substantiated reports of rights violations, including appeals, investigations, complaints, and incidents, ensuring proactive procedures to prevent unapproved restriction of rights and reviewing the agency's response and prevention plans.
  • Review rights grievances filed by people served or their family members, making recommendations to the President/CEO for follow-up.
  • Review agency responses to grievances and make additional recommendations if needed.
  • Review concerns or complaints regarding the use of restrictive interventions and make recommendations to the President/CEO for follow-up.
  • Review agency responses to concerns or complaints about restrictive interventions and make additional recommendations if needed.
  • Review incidents involving the use of emergency restrictions and make recommendations for follow-up.
  • Review recommendations for the use of physical restraint and medication to manage behavior.
  • Review incidents of alleged or substantiated abuse, neglect, mistreatment, or exploitation, assessing the facts, agency response, and follow-up actions.
  • Initiate activities to promote and protect people's rights, which may include direct contact with people served (with permission), visiting service sites, speaking with individuals and staff.
  • Complete all required initial and annual trainings.
