About The Position

Under general supervision, performs confidential administrative, paraprofessional, and technical work in support of Human Resources programs and services. This position supports functions such as recruitment and selection, onboarding, benefits administration, compensation processing, records administration, compliance, and general employment services.

Requirements

  • High school diploma or equivalent.
  • Two years of full-time equivalent increasingly responsible confidential administrative, paraprofessional, or technical support experience, including some experience supporting a Human Resources program area related to the assignment.
  • An equivalent combination of education and experience may be considered to meet the minimum qualifications.

Nice To Haves

  • Associate’s or Bachelor’s Degree in Human Resources Management, Business Administration, or a related field.
  • Public sector experience preferred.

Responsibilities

  • Performs technical and administrative work supporting daily Human Resources operations, personnel transactions, recordkeeping, recruitment support, onboarding, payroll-related updates, and benefits administration.
  • Maintains employment records related to hiring, termination, leave, transfer, promotion, and other status changes using the Human Resources Information System (HRIS), electronic files, logs, spreadsheets, and related systems.
  • Processes salary and benefits changes; enters and maintains personnel transactions in the HRIS; coordinates payroll status updates and adjustments with payroll staff; and assists with pay actions.
  • Updates and maintains salary grade and step tables, job codes, and position codes.
  • Prepares, organizes, and maintains confidential files, records, logs, spreadsheets, and compliance documentation in accordance with records retention requirements and established procedures.
  • Provides administrative and technical support for recruitment activities, including posting vacancies, initiating background checks, sending candidate communications, responding to applicant inquiries, launching onboarding activities, and scheduling post-offer and pre-employment screenings.
  • Coordinates onboarding for approximately 400 seasonal employees annually, including new hire paperwork, I-9 verification, required oaths of office, and drug screening requirements.
  • Assists employees with health and dental benefit changes during open enrollment and following qualifying life events, ensuring timely processing and accurate documentation.
  • Provides information and technical assistance regarding Human Resources programs, processes, policies, and procedures.
  • Responds to routine questions and requests from employees, applicants, outside agencies, and the public related to employment, recruitment, onboarding, benefits, and other Human Resources matters.
  • Researches applicable policies, procedures, ordinances, and regulations to provide accurate information and assist with routine issue resolution.
  • Provides guidance regarding established procedures for grievances, disciplinary actions, discrimination and harassment complaints, and other personnel matters governed by City policies and ordinances.
  • Refers complex, sensitive, or non-routine matters to appropriate Human Resources staff.
  • Supports Human Resources programs and activities to ensure compliance with applicable laws, regulations, policies, and procedures.
  • Assists with administering Human Resources programs in compliance with federal, state, and local laws, regulations, policies, and procedures.
  • Assists with updating Human Resources policies, procedures, forms, and related materials to reflect legal and operational changes.
  • Supports distribution and communication of new and revised policy information to employees.
  • Maintains compliance-related records, documentation, and audit support materials as assigned.
  • Supports continuous improvement of Human Resources systems, processes, and services.
  • Assists with the development, coordination, and implementation of Human Resources systems, procedures, forms, and reporting tools.
  • Recommends process improvements that enhance efficiency, service delivery, and effective use of technology.
  • Assists with coordination and implementation of the City’s employee onboarding program.
  • May serve on committees, attend meetings and training, maintain current knowledge of Human Resources laws and practices, and represent the City at job fairs and other employment-related events as assigned.
