About The Position

Delta Solutions & Strategies is seeking Human Resources Specialists to support personnel management and human resource functions at Los Angeles AFB, CA. This role involves planning, assisting, supporting, and executing all activities related to personnel management, including hiring, onboarding, recognition programs, performance management, and administrative actions. The specialist will assist the Government with personnel management, provide guidance on manpower and personnel documentation, and maintain various personnel rosters and organizational charts. A key responsibility includes monitoring the military assignment cycle, notifying leadership of timelines for submissions, and providing recommendations on position prioritization and requisition compilation. The role also requires analyzing current and projected manning to plan for future requirements and resource allocation, including studies of organizations, functions, missions, and manpower. Expertise and guidance on civilian personnel matters, including procedures, rules, and regulations, are essential. The specialist will assist with identifying vacant civilian positions, creating justifications, completing personnel actions, coordinating security waivers, and updating manpower requests. Support for special civilian manpower requests and adherence to Center and Air Force Personnel Center procedures for recruit fill actions are also required.

Responsibilities

  • Plan, assist, support, execute, all activities related to personnel management and human resource functions, to include but not limited to hiring process, on-boarding, immersions, recognition programs, performance management programs, and other administrative actions.
  • Assist the Government with all personnel management activities; provide guidance and recommendations on completing manpower and personnel documentation; and maintain the unit personnel management roster, organizational charts, unit manning document, and related organizational rosters.
  • Monitor the Center’s military assignment cycle boards to include but not limited to Permanent Change of Assignment, Permanent Change of Station, Entitlements Integrated Process Team, and Vulnerable to Move Lists and notify leadership of timelines to submit requisitions, reclamas, and by- name-requests.
  • Provide recommendations on prioritization of positions, compiling requisition forms for job vacancies and submitting requisitions to base.
  • Provide analysis of the overall unit manning, both current and projected manning, in order to plan for future requirements and effective allocation of resources. The contractor shall provide the following, but not limited to, studies of organizations, functions, missions, and manpower and manning requirements.
  • Provide expertise and guidance on civilian matters related to procedures, rules, and regulations.
  • Assist the Government with identifying present and future vacant civilian positions, creating justifications for requisitions, completing Request for Personnel Actions, completing/coordinating security waivers, creating Core Personnel Documents and updating Manpower Change Requests.
  • Assist with special civilian manpower requests to include but not limited to Reimbursable, Superior Qualification Packages, By-Name-Requests, and Position Designations.
  • Follow Center and Air Force Personnel Center procedures for recruit fill actions.
