About The Position

Under the direction of the Human Resources Manager, this position serves as the initial point of contact for the Sheriff’s Office Human Resources (HR) Department, delivering professional customer service to employees, supervisors, Command Staff, external stakeholders, and HR Team. Responsibilities include, but are not limited to, creating and executing personnel and employee actions within the HRIS system, managing and updating building access through the badging system, and maintaining records and files. The incumbent performs a broad range of confidential, technical, and accountable administrative functions requiring attention to detail, comprehensive knowledge of human resource policies, procedures, and operations within the Sheriff's Office, and compliance with federal, state, county, and agency requirements.

Requirements

  • Solid knowledge of principles, practices and operating requirements of human resources management.
  • Knowledge of human resources laws and regulations including FLSA, FMLA, ADA, COBRA, HIPPA and applicable state employment law.
  • Knowledge and experience in working with the SAP Human Resources Management System or a similar system.
  • Ability to establish and maintain complex employee records, reports, and files.
  • Ability to conduct research, analyze data and develop spreadsheets and reports.
  • Ability to work in a fast-paced and constantly changing work environment.
  • Ability to prioritize competing deadlines while maintaining accuracy.
  • Ability to work in a team environment. Flexibility is essential.
  • Ability to maintain strict confidentiality and exercise sound judgment when handling sensitive information.
  • High level of proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.

Responsibilities

  • Creates and executes HRIS workflows for all Sheriff’s Office additions, terminations, and changes. Ensures all required documentation is completed accurately, properly, and in a timely manner, including but not limited to supervisor/reporting changes, org unit changes, cost center changes, sub-area changes, job code changes, and pay scale/step changes.
  • Provides operational oversight of all HR-related systems, including the HRIS, and appraisal systems.
  • Oversees, processes, and analyzes preferred assignments, promotional probations, and all payroll data, including stipends, and bonuses.
  • Serves as the initial point of contact for Sheriff’s Office HR, responding to routine inquiries regarding employment verification, compensation, human resources policies, procedures, guidelines, benefits and related topics.
  • Maintains the Sheriff’s Office organizational chart and process all personnel workflows.
  • Manages and maintains access control for secure areas within Sheriff’s Office facilities through the ID badging system. Oversees the creation and programming of identification badges for all authorized personnel, ensures adequate training for back-up staff, establishes, updates, and manages security access groups, coordinates with vendors on security maintenance and resolution of issues, procures supplies, and prepares necessary reports.
  • Collects and works with HR staff on maintaining accreditation proofs.
  • Manages both electronic and physical personnel records for the Human Resources department at the Sheriff’s Office, including orientation documentation, certifications, oaths, performance appraisals, memos, HRIS workflows, background investigations, medical records, random drug screenings, POST appointments, volunteer files, explorer files, and more. Scans terminated files, background documents, and other records as required, in accordance with Sheriff’s Office policies, County regulations, and federal, state, and local laws. Update, scan, and securely destroy files as necessary.
  • Monitors step changes.
  • Oversees the CDL program, including adding new employees as needed, maintaining the Annual FMCSA Clearing House program, and coordinating random drug screenings.
  • Maintains, requests, and verifies POST information for sworn personnel, ensuring all reporting and audits comply with Colorado Police Officer Standard Training standards.
  • Supports supervisors and staff in performance management and probation review processes by tracking overdue appraisals and issuing timely reminders.
  • Conducts open enrollment notifications.
  • Composes and reviews various types of correspondence and reports, verifying grammar, data accuracy, entry, and analysis to aid effective decision-making. Proofread documents such as Eligibility Lists, Final Results Memos, Friday Memos, and staff studies for compliance with policy, formatting standards, and grammatical correctness.
  • Assists with pre-employment testing and conducts onboarding orientation for new hires, supporting the HR Recruiters and HR Business Partner as needed.
  • Ensures operational continuity by assisting with leave management, modified duty, and workers’ compensation programs.
