About The Position

The Human Resources Specialist (Recruitment and Placement) works in the Office of Human Resources, Office of the Managing Director, at the Federal Maritime Commission (FMC). The role provides a full range of human resources services, including staffing and recruitment, payroll and compensation, and payroll processing. It also manages reports and automated systems related to payroll, the Human Resources Information System (HRIS), and Enterprise Human Resources Integration (EHRI). The position is advertised at the GS-12 and GS-13 levels. The major duties describe the full-performance level of GS-13; promotion to that level without further competition may be possible when regulatory, qualification, and performance requirements are met. The role sets pay for new hires, extends tentative and final offers using an automated onboarding system, and processes personnel and payroll actions. It uses federal HR and payroll systems to prepare reports, provides time-and-attendance support and training, and advises and trains customers on staffing and related HR matters. The selected candidate must meet the specialized experience requirements for the grade sought. GS-12 requires one year of specialized experience equivalent to GS-11; GS-13 requires one year equivalent to GS-12. There is no education substitution for specialized experience at either grade. Delegated Examining certification is preferred but not required; the selected candidate must obtain and maintain it while performing in the position. The candidate must be a U.S. citizen, meet applicable time-in-grade requirements, and obtain and maintain the required background vetting.
