About The Position

The United States Space Force (USSF) Space Systems Command (SSC) 61st Force Support Squadron (31 FSS) at Los Angeles Air Force Base, California is searching for a Human Resources Specialist (NH-0201-03, GS 12/13 equivalent). As a Human Resources Specialist for the 61st Force Support Squadron, you will deliver exceptional HR service, consultation, and program oversight to Los Angeles AFB and its tenant units, driving mission success across all assigned organizations. In this dynamic, fast-paced role, you will advise all levels of management on a range of employee and labor relations matters-from routine inquiries to highly complex, unprecedented discipline and performance cases-while proactively leading initiatives to improve HR programs, influence local policies, and modernize organizational instructions. Operating in a multi-faceted environment, you will strategically manage a high-volume workload, meet tight suspense deadlines, and collaborate directly with DoD, Department of the Air Force, and sister-service counterparts on critical taskers and requests for information. We are looking for an innovative problem-solver to contribute fresh approaches to our workforce challenges and join our exceptional team; a Permanent Change of Station (PCS) or relocation incentive may be considered for highly qualified candidates.

Requirements

  • Employee must be able to obtain and maintain a Secret security clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Maintains confidentiality concerning Directorate information, duties and responsibilities.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • PCS is not authorized.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • In-depth knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems.
  • Knowledge and understanding of complex Federal HR management functions, theories, and techniques; and the basic relationships of the various HR disciplines.
  • Knowledge of in-depth legal research methods, information-gathering techniques and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
  • Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
  • Skill in gathering facts and using effective, analytical and evaluative methods to accurately assess information and make sound decisions.

  • Extensive direct experience in Labor, Employee, and Management Relations (LEMR), backed by a comprehensive mastery of HR principles, public laws, Executive orders, and Federal regulations.
  • Broad understanding of intersecting HR processes to effectively resolve complex, multi-faceted personnel issues, particularly when collaborating with geographically separated units.
  • Highly skilled communicator and analytical thinker, excels at conducting deep-dive research, synthesizing large volumes of information into strategic-level briefings for senior leadership, and producing executive-quality oral and written deliverables that drive sound organizational decisions.
