About The Position

The Office of the Provost/Office of Academic Affairs at the University of Maryland, Baltimore (UMB) seeks a detail-oriented, customer-focused Human Resources Specialist to support and coordinate a broad range of human resources functions for a large academic business unit. This position plays a critical role in the effective administration of HR programs and processes, including recruitment, employee transactions, policy interpretation, compliance, reporting, and employee support services. The successful candidate will apply professional HR expertise and sound judgment to address routine and complex personnel matters, provide guidance to faculty and staff, enhance operational processes, and collaborate with campus partners to support organizational objectives. Requirements

  • Bachelor's degree in a related field of study such as human resources or business administration.
  • Two (2) years of human resource experience.
  • Knowledge of position requirements.
  • Knowledge of all applicable requirements, regulations, and laws.
  • Skill in effective use of applicable technology/systems.
  • Ability to effectively communicate both verbal and written thoughts, ideas, and facts.
  • Ability to work cooperatively with others and independently.

  • Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

Responsibilities

  • Coordinate and support the administration of human resources programs, transactions, and activities for the Office of the Provost/Office of Academic Affairs and the School of Graduate Studies.
  • Process HR transactions, including recruitment and employee actions, ensuring accuracy, efficiency, and compliance with applicable federal and state laws, University System of Maryland (USM) policies, University policies, and established procedures.
  • Respond to routine inquiries regarding HR policies, procedures, and programs; communicate payroll deadlines, timesheet reminders, and HR-related announcements.
  • Advise faculty, staff, and other stakeholders on HR-related matters by providing guidance, policy interpretation, and recommendations for issue resolution; escalate matters as appropriate.
  • Support the day-to-day administration of HR operations, determine priorities, and assist with the development and implementation of HR programs and initiatives.
  • Collaborate with Campus Human Resources and internal stakeholders to promote and support HR initiatives, ensuring employees receive relevant information and training.
  • Assist with payroll processing and review payroll transactions for accuracy and compliance.
  • Maintain and update HR records, electronic files, and databases; conduct audits of HR and payroll data to ensure accuracy, integrity, and confidentiality.
  • Identify opportunities to improve HR processes and workflows, implement efficiencies, leverage technology solutions, and recommend continuous process improvements.
  • Review HR transactions for completeness and compliance, resolve routine issues, and elevate complex matters when necessary.
  • Develop and distribute HR communications, including newsletters, informational materials, and announcements.
  • Facilitate and/or coordinate HR-related workshops, meetings, and events, including logistics, scheduling, and participant communications.
  • Perform other duties as assigned.
