About The Position

This is a National Guard Title 32 Excepted Service position within the RI Air National Guard (RIANG). The purpose of this role is to provide staff assistance, guidance, and direction on ANG personnel, administration, training, recruiting, retention, incentives, and budgetary matters to the Dir of Staff-Air (DOSA), TAG, the Assistant Adjutant General (Air), state ANG staff, and ANG units. The specialist develops and ensures compliance with state-level military personnel programs, publications, policies, and procedures. They may serve as the State's liaison to NGB in the absence of the DOSA for force support matters, providing policy input and engaging external agencies. The role involves coordinating, guiding, and executing all military personnel programs, advising on Defense Support of Civil Authorities (DSCA) and Domestic Operations (DOMOPS), managing awards programs, and monitoring military assignments and manpower authorizations. The specialist also works with state Army National Guard and NGB on joint programs, processes general officer management actions, and develops the State Force Management Plan. They serve as the assistant to the DOSA, assist in investigations, and draft replies to Congressional inquiries. The role involves research on complex personnel matters and leading statewide personnel management initiatives. Collaboration with State Headquarters and wings to implement new personnel systems and policies is also a key aspect. Other duties as assigned.

Requirements

  • Must be a current member of the Rhode Island Air National Guard (RIANG) or a current military member willing/eligible to transfer into RIANG.
  • Must be able to wear the military uniform.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must have Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Military Requirements: E8 to E9, O1 to O5. Must indicate rank on resume.
  • Compatible Military Assignments: For Dual-Status Technician positions, service affiliation under Title 32 USC 709 is required.
  • Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.
  • GENERAL EXPERIENCE: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  • SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Responsibilities

  • Develops and ensures compliance with state-level military personnel programs, publications, policies, and procedures.
  • Serves as the State's liaison to NGB for force support matters in the absence of the DOSA, providing policy input and engaging external agencies.
  • Provides state level coordination, oversight, guidance and execution of all military personnel programs, including enlistments, appointments, officer accessions, performance briefs, promotions, demotions, LCAP, selective retention, discharges, withdrawal of federal recognition boards, separations, delegation of authority assignments, Officer Grade Determinations, Religious Accommodation requests, military records, development opportunities, retention, incentives, disability evaluation system and line of duty, and exceptions to policies.
  • Advises on Defense Support of Civil Authorities (DSCA) activities and Domestic Operations (DOMOPS), ensuring personnel readiness and effective coordination with civil authorities.
  • Manages and executes the federal, state, NGB and HAF awards programs for awards, decorations, special recognition and other retention enhancement efforts.
  • Develops and implements state award program policy in concert with the state Army National Guard G1.
  • Reviews subordinate unit military awards recommendations and forwards them to approving authorities.
  • Monitors and executes state-level responsibilities for military assignments, reassignments and classification actions.
  • Monitors manning, manpower authorizations, organizational changes; and initiates and/or reviews all manpower change requests for final submission to NGB.
  • Maintains frequent contact with military leaders, civilian supervisors, NGB, ANGRC, AFPC, ARPC, and other appropriate agencies.
  • Prepares briefings, bullet background papers and data analysis for senior leadership and represents force support matters to Federal and State Congressional leadership and staffs.
  • Works with state Army National Guard and NGB on joint programs including Joint Duty Assignment Lists, Joint Officer Management Bench programs, Experience-Based Joint Duty Assignment Self-Nominations, and state joint staff personnel management.
  • Processes all general officer (GO) management actions to include assignments, training, promotions, fiscal reports and retirements.
  • Coordinates GO findings of indispensability and TAG assignment/promotion recommendation memos with State Governor and/or staff.
  • Submits NGB Senior Leader Development Portfolios, GO Bench packets and GO federal recognition board nomination packages to NGB-SL.
  • Develops and executes the State Force Management Plan based on the Unit Manning Document.
  • Ensures personnel have optimal career progression and promotion opportunities while minimizing excess or over-grade statuses.
  • Serves as the assistant to the DOSA and ensures continuity of operations in their absence.
  • Assists in investigations and may represent the department in Congressional and other high-level inquiries.
  • Drafts official replies to Congressional inquiries and addresses complaints or inquiries from state ANG members or the State Inspector General regarding personnel program issues.
  • Conducts research on complex personnel and administrative matters, providing technical data, background material, and recommendations for solutions and courses of action.
  • Leads and executes statewide personnel management initiatives aligned with A1 Transformations and modernization efforts.
  • Collaborates with State Headquarters and wings to implement new personnel systems and policies, ensuring smooth transitions to updated technologies and processes.
  • Performs other duties as assigned.
