About The Position

The City of Steamboat Springs is hiring a Human Resources Business Partner to join their team! This role performs routine to complex technical duties to support the City’s Human Resources and Risk team, with particular emphasis on broad base knowledge of all HR disciplines and application thereof. Requirements

  • Bachelor's Degree preferred or; Minimum of 7 years’ experience in human resources or risk management or; Any equivalent combination of education and experience.
  • Proficiency in computer applications, (Word, Excel, Outlook) and database management.
  • Workday or other HRIS platform experience a plus.
  • Knowledge of city personnel procedures, HR functions such as benefits, talent acquisition, talent management, and general policies.
  • Ability to read and comprehend HR & Risk policies, procedures and goals, and federal, state and local laws.
  • Ability to prepare, organize and maintain complex filing systems; ability to compile information and prepare detailed reports.
  • Ability to read, interpret and explain various policies or procedures to employees, applicants, and the general public.
  • Strong computer skills with ability to adapt computer programs and systems to use specific to the city’s needs.
  • Strong organizational skills.
  • Strong written and verbal communication skills.

Responsibilities

  • Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.
  • In collaboration with the HR team, champion the organization’s philosophies and HR best practices to ensure overall efficiency, consistency, and adoption as a trusted HR Business Partner.
  • Provides support in the following areas: recruitment and retention, employee relations management with employees and supervisors, performance management, employee training and development, employee records, leadership development, conflict resolution, and policy compliance.
  • Apply best practice recruitment strategies in collaboration with hiring managers.
  • Perform recruitment functions as the HR Business Partner for assigned client groups in order to support recruiter sourcing and talent identification. This may include assisting with job announcements, talent sourcing, application tracking, interview scheduling, hiring manager training, and candidate selection for full-time, part-time, and seasonal positions.
  • Assist with new hire orientation, onboarding, and assimilation activities for the city during the first 6-months for new hires to ensure a smooth onboarding process and first day/year experience.
  • In collaboration with the HR team, assist with employee relations, proactively address issues, and respond to employee relations issues via the city’s complaint process. Partner with the HR team to resolve and investigate when needed.
  • Assist with developing and implementing training to create supervisory, leadership, and career advancement skills and competencies for city employees in various departments and positions.
  • Assist with HR projects and processes for improvement efforts to enhance employee experience.
  • Ability to analyze, evaluate, and make sound decisions and/or recommendations.
  • Demonstrate effectiveness in managing difficult situations with ability to respond to situations with urgency, in a calm and proactive manner.
  • Assist with sustaining and implementing Equal Employment Opportunity (EEO) reporting, organizational effectiveness strategies, diversity, equity, and inclusion strategies, workforce planning strategies, and total rewards strategies.
  • Handle all administrative tasks for onboarding, new-hire orientations, and exit interviews, performance management, training, including data entry and reporting, and audits for accuracy and compliance in support of assigned client group(s) and the city as a whole as needed.
  • Responsible for performing some administrative operations and activities such as responding to staff, walk-ins, phone calls, emails, and completes routine correspondence in a timely manner.
  • Effectively serve as an HR Business Partner to provide a dedicated advisory service to employees that covers absence and health issues, conduct and capability, grievances, organizational change, and all other employee matters.
  • In collaboration with Risk Management, support any tracking of workers compensation and property casualty claims, and risk compliance tracking.
  • Assists with training and communication efforts in order to build risk awareness.
  • Assists with implementation of safety campaigns, communication materials, and safety awareness programs to client group(s).
  • Assists in recommending policies and procedures to better manage risk and control losses of the organization.
  • Pending HR sub-function areas of expertise, will serve as lead for center(s) of excellence as the responsible owner city-wide for associated programs and initiatives.
  • Performs file audits to ensure all required documentation is collected and maintained according to the retention schedule, including I-9, personnel, and benefit files.
  • May review personnel actions for accuracy and completeness to assure compliance with city policy and procedures.
  • Assist in processing and maintaining records for FMLA, Short-term Disability, Long-term Disability, and Voluntary life/accident insurance.
  • Coordinate with STD/LTD Company, Employee, Department, and Payroll to ensure accurate processes and payment.
  • Prepare a variety of studies, reports, and related information for decision-making purposes.
  • Assist in HR policy research including the collection of data, analyzing and formulating results, composing research reports and papers.
  • Displays a working knowledge of all local, state and federal laws and guidelines related to employment with a Colorado municipality.
  • Responsible for communicating summary information and recommendations on various HR related topics, both verbally and in writing, to all levels of the organization including employees, supervisors, executive management and/or City Council.
  • Professional and effective communication with external vendors, candidates and citizens is also a key function of the position.
  • Internal to the Human Resources team, assists the HR & Risk Director develop and monitor operational and program budgets.
  • Analyzes programs, benefits and other workforce costs to identify success factors and cost savings opportunities.
  • Assists with setting short term and long-term goals and objectives.
  • May be required to perform duties of the HR & Risk Director, in their absence, as needed.
  • Responds timely to employee verification requests from outside entities.
  • May be an active member of committees or subcommittees as assigned.
  • Completes unemployment paperwork and participates in hearings as needed.
  • May require use of personal vehicle to visit worksites.
  • Performs other duties and special projects as requested and assigned.
  • Flexible and able to work additional hours as may be required of the position.
  • Represent employer in community and recruiting events as needed.
  • Assist in ensuring the city’s intranet and extranet site is updated and accurate and assist with any internal team communications as needed.
  • Serves as a member of various committees as needed.
