About The Position

The purpose of this classification is to provide professional level human resources support and to serve as a human resources liaison to an assigned department. This role involves a wide range of HR functions including recruitment, payroll processing, employee relations, compliance, and record management.

Requirements

  • Bachelor's Degree in Human Resources, Management, Psychology, or related field required
  • Supplemented by three years of experience in human resources or related field
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
  • Ability to review, classify, categorize, prioritize, and/or analyze data
  • Ability to exercise discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships
  • Ability to work with and apply principles of persuasion and/or influence over others to coordinate programs or activities of a project, and resolve typical problems associated with the responsibilities of the job
  • Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions
  • Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information
  • Ability to communicate orally

Responsibilities

  • Post job openings and notices; receive and screen candidate applications; coordinate interview process; assist in interviewing candidates for vacant positions; obtain required documentation; compile information; coordinate pre-employment process, orientation activities and official start dates; provide related information regarding benefits, work locations and other items.
  • Perform payroll duties: review and enter timesheets into timekeeping system; monitor and maintain time sheet records and leave reports; print and review payroll registers; and make corrections and submit to payroll office.
  • Recommend salary adjustments and increases as directed; receive and respond to inquiries; conduct research; provide technical analysis; and make appropriate recommendations.
  • Perform personnel duties: educate staff on payroll/personnel policies and procedures; and assist management and supervisors with technical and administrative issues.
  • Read, assimilate and disseminate information on changes in laws and regulations; confer with HR Department and department management regarding impact of changes on department policies and procedures; respond to internal and external requests for information regarding local, state and federal personnel laws and ordinances.
  • Prepare Family Medical Leave Act (FMLA) requests: process FMLA and Donation of Leave requests; ensure leave is used as approved; and maintain related documentation and records.
  • Participate in employee development processes; coordinate employee training schedules according to County requirements and specific needs of assigned department.
  • Serve as a primary contact with Human Resources, Payroll and Information Technology on a variety of payroll/personnel processing matters.
  • Research, compile, and/or monitor administrative, statistical or other data pertaining to department operations; summarize data, perform routine data analysis, and prepare reports; conduct research of department files, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed; Assist with adjustments or corrections for work/leave time.
  • Submit employee documentation to County Human Resources Department: communicate with and submit departmental employee documentation regarding various employee benefit changes and updates, employee tax and direct deposit changes, and other items; and may review and approve timesheet and leave data for the processing of payroll.
  • Assist with hiring procedures; requisition positions, print and distribute applications; process new hires and forward for approval; coordinate and conduct departmental orientation.
  • Maintain file system of a variety of confidential files/records and information; prepare files, organize documentation, and file documents in designated order; retrieve/replace files; scan records into computer; shred/destroy confidential or obsolete documents; conduct records maintenance activities in compliance with guidelines governing record retention.
  • Perform other related duties as assigned.
