About The Position

Kibali Gold Mine is seeking to recruit a suitably qualified and experienced Human Resources Officer to support the ARK Project mine expansion feasibility study. The Human Resources Officer will provide dedicated HR operational support to the ARK Project team during the feasibility study phase, ensuring accurate people administration, workforce mobilisation and demobilisation support, contractor HR compliance, employee relations support, payroll-input validation, HRIS data quality, site-access readiness and timely HR reporting. The role will work closely with Project leadership, Site HR, contractors, employees, Finance, Payroll, HSE, Training, Project Controls and Community Relations to support project requirements, Kibali Gold Mine standards, Barrick’s DNA and applicable DRC requirements.

Requirements

  • Bachelor’s degree in Human Resources, Industrial Psychology, Business Administration, Labour Relations, Law or a related field.
  • Minimum of 5 years’ experience in a similar HR generalist or HR Officer role, preferably within mining, construction, engineering, feasibility study, major project or heavy industrial environments.
  • Good knowledge of the DRC Labour Code, employment regulations, ONEM, CNSS documentation, labour inspection requirements and contractor workforce compliance requirements.
  • Experience supporting recruitment, onboarding, workforce mobilisation, demobilisation tracking, employee relations, HR administration, payroll inputs, contract administration and training coordination.
  • Proficiency in HRIS systems, Microsoft Office applications and HR reporting tools, with strong Excel skills and good data-quality discipline preferred.
  • Strong administrative, organisational, planning, follow-up and prioritisation skills, with the ability to manage multiple priorities in a fast-paced project environment.
  • Good understanding of payroll-input controls, timesheet follow-up, overtime validation, leave and absence tracking, employee movement documentation and cut-off discipline.
  • Excellent communication and interpersonal skills, with the ability to engage professionally with employees, contractors, Site HR, management and project leadership.
  • High level of integrity, confidentiality, attention to detail, impartiality and sound judgement when handling sensitive employee information.
  • Fluency in French is required.

  • A postgraduate qualification or professional HR certification will be an added advantage.
  • Training or exposure in DRC labour legislation, HR administration, project HR, payroll administration, HRIS or contractor compliance will be an added advantage.
  • Previous exposure to contractor management, expatriate administration, site access processes, local employment tracking or project workforce reporting will be an advantage.
  • Working knowledge of English is an advantage.
  • Swahili and/or Lingala will be an added advantage.

Responsibilities

  • Provide day-to-day HR support to the ARK Project feasibility study team, ensuring HR processes are delivered accurately, efficiently and in line with project timelines.
  • Support workforce planning and mobilisation activities for each phase of the feasibility study, including tracking manpower plans, vacancies, onboarding status, mobilisation readiness and demobilisation requirements.
  • Coordinate recruitment and onboarding processes for project employees, technical specialists, consultants and operational support roles, in collaboration with Site HR, Recruitment and project stakeholders.
  • Maintain accurate project workforce records for employees, contractors and consultants, ensuring correct classification, documentation, site access status, reporting and compliance tracking, while respecting contractual and employment-status boundaries.
  • Maintain accurate HRIS and project tracker data, perform regular data-quality checks, identify missing or inconsistent records and reconcile project workforce information with Site HR, Payroll and Project Controls.
  • Assist with and validate payroll-related inputs, including timesheets, overtime, absences, leave, allowances, mobilisation/demobilisation changes, contract changes and employee movements, ensuring approval evidence and payroll cut-off discipline before submission.
  • Support employment contract documentation, amendments, renewals, employee file maintenance and audit-ready record keeping in line with internal procedures and applicable legislation.
  • Support compliance with the DRC Labour Code, ONEM requirements, CNSS documentation, INPP-related obligations where applicable, labour inspection requirements, internal HR policies and audit-ready personnel file management.
  • Respond professionally to employee and contractor queries regarding HR policies, benefits, procedures, site requirements, onboarding, mobilisation and general HR administration.
  • Support industrial and labour relations matters relating to project employees and contractors, escalating complex or sensitive issues in accordance with Site HR procedures.
  • Support grievance, disciplinary and labour-relations administration by maintaining records, preparing documentation, tracking actions and escalating sensitive matters through appropriate HR channels.
  • Coordinate site access readiness, including onboarding documentation, induction, mandatory HSE training, medical fitness confirmation where applicable, access authorisations and mobilisation clearance.
  • Coordinate induction, mandatory training, project-specific learning requirements and training records in collaboration with Training, HSE and functional leaders.
  • Support performance management processes, probation reviews and employee evaluation activities for project-based personnel, ensuring documentation and follow-up actions are completed.
  • Monitor contractor compliance with applicable labour laws, employment regulations, site rules, project HR requirements, onboarding documentation, working-time controls and workforce reporting requirements.
  • Support expatriate mobilisation, work permit coordination, travel readiness, documentation tracking and integration requirements for project personnel, where applicable.
  • Track local employment participation, community workforce data and recruitment progress in coordination with Community Relations, Recruitment and project leadership.
  • Prepare regular HR reports and dashboards covering headcount, recruitment progress, onboarding, mobilisation, demobilisation, training, turnover, absenteeism, local employment, payroll-input status, HRIS data quality and contractor compliance.
