About The Position

Bartley Corp is seeking a proactive and "boots on the ground" Human Resources Manager to join our team in Silver Spring, MD, with responsibilities extending to our field operations. This role is dynamic, involving significant field leadership alongside essential office duties such as staffing, training, company culture development, onboarding, policy management, record keeping, and compliance. The ideal candidate will be patient, compassionate, an excellent listener, and capable of multitasking in a fast-paced construction environment. Early morning outreach on job sites to connect with our largely Hispanic workforce is a key aspect of this position.

Requirements

  • A minimum of three years of experience in Human Resources.
  • Willingness and ability to travel to local job sites for early morning outreach.
  • Strong ability to multitask and remain calm in emergencies.
  • Superb conflict resolution skills.
  • Ability to display integrity, professionalism, and confidentiality at all times.
  • Strong knowledge of laws and regulations.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient in HRIS and talent management systems.

Nice To Haves

  • Construction industry experience is highly preferred.
  • Bilingual (English/Spanish) is highly preferred to effectively communicate and perform jobsite outreach with our workforce.

Responsibilities

  • Conduct early morning outreach on job sites to connect with crews, ensure safety and training compliance, and accentuate the "One Bartley Family" company culture in the field.
  • Recruit, interview, and facilitate the hiring of qualified job applicants for all open positions, working closely with hiring managers to understand departmental needs.
  • Schedule and coordinate pre-employment drug tests and background verification.
  • Create new-hire onboarding programs, deliver new-hire orientations, and maintain company playbooks, policies, and record keeping.
  • Ensure mandatory training and continuing education (including safety, code of conduct, handbook, anti-harassment, and required certifications) is complete and documented.
  • Maintain knowledge of HR trends, best practices, regulatory changes, and employment law.
  • Assist employees with benefit programs and leave requests, and work with the leadership team on annual Open Enrollment.
  • Comply with all federal, state, and local employment laws and regulations.
  • Manage all details and coordination of disciplinary discussions, terminations, and investigations.
  • Guide the leadership team on sensitive or complex employee relations matters and escalate when investigations are required.
  • Ensure professionalism and confidentiality in all aspects of the role.
