Under the general direction, performs a variety of confidential and professional level administrative, technical and analytical duties in support to the City’s human resources functions including recruitment, selection, classification, wage and salary administration, workers’ compensation and other risk management activities, employer-employee relations, labor negotiations, training, and related functions; provides information and assistance to City employees and the general public regarding human resources activities, policies, and procedures; and performs a variety of professional tasks in support of assigned area of responsibility. The Human Resources Administrator is a single position classification requiring the incumbent to independently perform complex administrative work of a highly responsible and confidential nature. The position performs complex analysis, prepares reports and policy implementation documents, exercises discretion and good judgment, communicates with tact and diplomacy, utilizes leadership skills, and establishes effective relationships with a variety of groups and individuals. The incumbent will serve as the chief negotiator and primary point of contact for addressing union issues.
