About The Position

The Human Resources Manager – Maryland Operations is responsible for overseeing all human resources functions across the company's Maryland retail, cultivation, and production facilities. Reporting directly to Maryland Operations Management, this position works closely with the Corporate HR Hub to ensure consistent policy application, compliance, and employee relations practices across all departments. This role functions as both a strategic partner and a hands-on leader, managing key areas such as recruitment, employee relations, performance management, training, and compliance. The HR Manager is expected to foster a positive, professional work culture grounded in company values while ensuring full compliance with Maryland labor laws and cannabis regulations.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field
  • A minimum of five years of progressive HR experience is required, ideally in a regulated or multi-site environment such as cannabis, healthcare, or manufacturing.
  • Strong knowledge of Maryland employment law, HR compliance, and cannabis industry regulations is essential.
  • Proven success in employee relations, coaching, and policy enforcement, along with exceptional communication, organizational, and interpersonal skills.
  • The ability to work independently while upholding Corporate HR standards is critical.
  • Proficiency with HRIS systems and Microsoft Office is required.
  • A high level of integrity, professionalism, and discretion when handling sensitive information is expected.

  • Professional certifications such as PHR, SPHR, SHRM-CP, or SHRM-SCP are strongly preferred.

Responsibilities

  • Oversees all aspects of recruitment and staffing by managing the full-cycle hiring process for Maryland retail, production, and cultivation positions.
  • Serves as the primary point of contact for all Maryland-based employees and leaders, responding promptly and professionally to questions, concerns, and workplace conflicts.
  • Ensures the completion of performance reviews within required timelines and supports leadership in delivering constructive feedback, improvement plans, and progressive discipline.
  • Coordinates onboarding programs, ensuring mandatory compliance and industry training is completed, identifying gaps in knowledge or performance, and recommending training initiatives to support employee growth.
  • Responsible for implementing and reinforcing company policies across Maryland locations, ensuring full compliance with employment laws and Maryland Cannabis Administration (MCA) regulations.
  • Provides strategic HR guidance on workforce planning, staffing trends, and employee engagement efforts.
