About The Position

The Massachusetts Veterans Home (MVH) at Holyoke is seeking an engaging, collaborative, and dynamic individual to serve as Human Resources Manager. Our applicant will serve as a key member of the senior leadership team in managing the overall Human Resources services and supports for MVH including employee hiring and onboarding, labor relations compliance, and all employment-related services. The ideal candidate will have a commitment to diversity and inclusion, can think strategically and incorporate as such into the organization, and set the foundation for a positive culture. Duties and Responsibilities (these duties are a general summary and not all inclusive): Oversee all Human Resources functions, Employee Code of Conduct, policies and procedures, employee classification, recruitment and staffing, performance management, staff investigations, personnel record management and reporting. Serve as liaison to area field office, Labor Relations Unit, Executive Office of Veterans Services (EOVS) Human Resources and Office of Diversity and Equal Opportunity. Provide guidance to staff and senior leaders to ensure that policies and practices are adhered to accordance with EOVS and facility expectations. Serve as the agency Civil Rights, Diversity and ADA Compliance Officer; Develop and manage Affirmative Action plans and support diversity as a strategic advantage. Foster the MVH mission, vision and operational policies while maintaining compliance with VA, Joint Commission, Executive Office of Veteran Affairs, CMS/DPH and other state/federal regulations. Support strong workforce development through recruitment and retention programs; coaches and advises staff on HR related issues, employee satisfaction and engagement. Provide advice and guidance to managers on a wide range of issues including recruitment, staffing, performance management, classification/compensation, and employee & labor relations matters. Represent the agency in statewide human resources efforts, trainings, task forces, diversity meetings and other special projects/assignments. Participate in daily or weekly executive team meetings. Other duties, as assigned. Schedule: This is a full-time (37.5 hours/week) position working Monday through Friday Note\: This is 24 hour/7 days a week long-term care facility and as a result, the MVH at Holyoke may require this individual to be present during nontraditional hours when circumstances dictate the operational need.

Requirements

  • Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
  • Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
  • At least five (5) years in a HR leadership role (in the capacity of a Generalist, Project Manager or Business Partner) working across multiple facets of Human Resources, such as\: employee relations, recruitment, staffing, classification, compensation, onboarding, retention and organizational development/engagement.
