Requirements

  • Bachelor’s Degree in Human Resources or a related field is required.
  • 7+ years of experience in a similar role is required.
  • Excellent knowledge of federal, state, and local employment laws.
  • Communication, organization, time management, and clinical skills.

Nice To Haves

  • PHR or SHRM is preferred.

Responsibilities

  • Leads and manages HR initiatives across policy compliance, employee relations, compensation, benefits, performance management, onboarding, training, and workforce support.
  • Advises Executive Leadership, managers, and employees on the interpretation and consistent application of HR policies, procedures, and employment practices.
  • Oversees employee relations matters, including investigations, corrective action, performance improvement plans, conflict resolution, and manager coaching.
  • Guides managers through performance management processes, documentation standards, coaching conversations, and appropriate follow-up actions to promote accountability and consistency.
  • Oversees leave of absence, workplace accommodation, and related compliance processes in alignment with applicable laws, policies, and organizational requirements.
  • Manages the organization’s HRIS system, ensuring data integrity, accurate reporting, process efficiency, and effective use of workforce data.
  • Collaborates with Executive Leadership to design, implement, and evaluate comprehensive benefits programs that support employee well-being, retention, and organizational objectives.
  • Oversees full-cycle recruitment strategies to attract, hire, onboard, and retain qualified talent.
  • Ensures compliance with federal, state, and local employment laws and regulations while proactively identifying and mitigating HR-related risk.
  • Supervises, develops, and mentors the HR team by setting clear expectations, delegating work, monitoring performance, and fostering professional growth and accountability.
  • Develops, maintains, and communicates HR policies, procedures, documentation, and practices to support operational consistency and organizational compliance.
  • Conducts exit interviews, analyzes trends, and provides actionable insights to Leadership to support retention, engagement, and workforce planning.
  • Accountable for the performance of programs and staff within the division, with director-level success measured by overall division outcomes.
  • Proactively monitors and analyzes key performance indicators (KPIs) to assess effectiveness, identify trends, and drive continuous improvement.
  • Leads efforts to streamline workflows and implement best practices that enhance operational excellence.
  • Uses subject matter expertise to foster innovation and team alignment.
  • Serves as a key conduit for organizational communication—responsible for accurately and effectively conveying executive and senior leadership decisions and directives to program managers and frontline staff.
  • Serve as a role model for a collaborative, team-oriented approach across all organizational levels, consistently demonstrating compliance with agency policies, the employee handbook, and promoting positive communication.
  • Evaluate and align daily operations with the agency's mission of "enhancing the health of our community," while upholding the strategic pillars of Consumers, Collaborators, Staff, and Fiscal Responsibility in all decision-making and actions.
