About The Position

At Rincon Research Corporation, our primary business is innovating, developing, and fielding digital signal processing (DSP) products and services for the United States Defense and Intelligence Communities in support of national security. Rincon Research Corporation seeks a Human Resources Manager – Talent Acquisition. Reporting to the Corporate Human Resources Director, the HR Manager - Talent Acquisition will partner with company leaders to address the talent acquisition needs of the business, as well as provide HR guidance to the Chantilly, VA office.

Requirements

  • Bachelor’s Degree and minimum 7 years of progressive HR experience, including 5 years of recruiting experience
  • Proven track record of successfully building and managing talent pipelines and sourcing for hard-to-fill or niche roles across the defense industry.
  • Strong understanding of sourcing tools, techniques, and technologies (e.g., LinkedIn Recruiter, ADP WorkforceNow, other ATS systems).
  • General Human Resources experience, which includes Employee Relations and Benefit Administration.
  • Proficiency in data analysis and reporting tools (e.g., Excel).
  • Proficiency in creating presentations in PowerPoint.
  • Ability to obtain and maintain TS/SCI security clearance
  • US CITIZENSHIP REQUIRED

Responsibilities

  • Develop and continuously evolve enterprise sourcing strategies in the high-tech, defense industry, that leverage emerging technologies, AI-enabled tools, and market insights to build scalable, high-quality talent pipelines.
  • Evaluate, pilot, and implement new sourcing technologies and platforms, translating innovation into measurable improvements in candidate quality, speed, and diversity of pipelines.
  • Partner with business area leadership to understand business needs and ensure sourcing efforts align with organizational goals.
  • Use sourcing analytics to assess pipeline health, candidate engagement, and ROI, adjusting strategies based on data and changing business priorities.
  • Track, analyze, and report sourcing metrics and trends to identify areas for improvement.
  • Leverage data to optimize sourcing processes and measure the ROI of sourcing initiatives.
  • Stay updated on market trends, competitor insights, and emerging sourcing technologies.
  • Works closely with site leadership and staff to execute HR strategies and talent plans that enable accomplishment of business objectives.
  • Manages, maintains, and audits the day-to-day processing of all employee data to include new hires, rehires, organizational changes, salary changes, and terminations.
  • Designs, generates, and distributes standard and ad hoc reports for various requestors and functional leaders from ADP WorkForce Now, CostPoint, etc.
  • Implements and oversees policies and programs in Virginia, by providing counsel and assistance to employees and management in HR matters.
  • Works with employees and managers to address root causes of human resources and employee relations issues.
  • Assists and/or advises management in the development and implementation of plans to promote employee engagement and positive employee relations.
  • Participate and/or lead projects and special initiatives within and outside the HR function as assigned.
