About The Position

Under the direction of the HR Director, the HR Generalist supports the employee performance, relations, workers' compensation, unemployment compensation, leave of absence, and other related HR functions for all Texas Family Care Network (TFCN) employees. This role involves handling routine employee relations questions, investigating employee concerns, supporting payroll and HRIS functions, administering benefits and leaves, managing unemployment claims, and ensuring compliance with employment laws and regulations. The position also involves providing HR support and analysis, developing and facilitating training, and maintaining accurate HR documentation.

Requirements

  • Requires a bachelor’s degree in Human Resources or a related field from an accredited college or university.
  • Requires three (3) years of experience in a Human Resources Department with responsibility for employee relations and application of employment laws.
  • Requires a valid driver’s license, safe driving record, and auto insurance.
  • Requires the ability to travel, both locally by car and nationally by air, as needed to attend meetings, trainings, conferences and events.
  • Requires the ability to handle confidential information with discretion.
  • Strong attention to detail and accuracy.
  • Strong organizational and time-management skills.
  • Excellent written and verbal communication skills.
  • Ability to meet strict deadlines and manage multiple priorities.
  • Clearances: DPS DFPS FBI CBCU Eligibility Determination Child Abuse Clearances.

Responsibilities

  • Handles routine employee relations questions and concerns related to HR policies, practices, disciplinary matters, and performance evaluation.
  • Investigates employee problems such as working conditions, disciplinary actions, employee complaints, and compliance concerns.
  • Provides guidance and recommendations for problem/issue resolution and notifies leadership of concerns and investigations.
  • Supports payroll, including new hires, terminations, and workflows in the HRIS, and reviews/advises on timekeeping issues.
  • Supports the organization’s new hire benefit enrollment process and assists with annual open enrollment and other benefit matters.
  • Supports Workers’ Compensation processes and administration of Leaves of Absences.
  • Handles unemployment requests and appeals process, representing TFCN as spokesperson at Unemployment Compensation hearings.
  • Provides programs with feedback, support, and analysis for various HR topics and conducts surveys as requested.
  • Assists the HR Director in responding to governmental and provider surveys detailing workforce characteristics and/or demographics.
  • Answers routine questions about HR topics from supervisors and employees.
  • Develops and facilitates training to program directors, supervisors, and employees on HR topics in partnership with HR teams.
  • Ensures that work is compliant with local, state, and federal employment laws and regulations, as well as internal organization policy.
  • Supports internal and external audits as needed and ensures compliance with employee files.
  • Ensures that all required postings are on program bulletin boards.
  • Advises and assists leadership on employee developmental, disciplinary action, and corrective action plans.
  • Collaborates with management and administrative staff as needed.
  • Shows commitment to learning new skills, understanding new legislation and/or changes in employment law.
  • Continues to seek out and receive education within the HR field by regularly attending webinars, conferences, work groups, etc.
  • Completes all required paperwork that is legible, accurate, uses professional language, and meets deadlines.
  • Maintains data within the HRIS and other HR systems or tracking, confirming accuracy and timely availability of information.
  • Receives supervision and actively communicates with supervisor on an ongoing basis.
  • Participates in meetings and other activities internal to TFCN, specifically HR staff meetings.
