About The Position

The Human Resources Generalist is responsible for managing and executing a broad range of human resources functions, including recruitment, onboarding, employee relations, performance management, compliance, organizational support, and employee documentation. This role serves as a strategic and operational partner to management, ensuring HR practices align with organizational objectives while maintaining compliance with Guam and federal employment regulations. This position requires strong judgment, attention to detail, organizational discipline, and the ability to manage multiple priorities in a fast-paced and compliance-sensitive environment.

Requirements

  • Minimum of five (5) years of experience in Human Resources, preferably in a Generalist or HR Business Partner capacity
  • Strong knowledge of Guam and federal employment laws, regulations, and HR best practices
  • Demonstrated experience in employee relations, recruitment, and performance management
  • Experience managing employee documentation and HR records
  • Strong analytical and problem-solving skills
  • Exceptional organizational skills and ability to manage competing priorities
  • Strong written and verbal communication skills
  • High level of professionalism, integrity, and discretion
  • Proficiency in Microsoft Office Suite or equivalent tools
  • Ability to work independently and collaboratively

Nice To Haves

  • Bachelor’s Degree in Human Resources Management or related discipline preferred
  • Experience supporting federal contracts or government-regulated environments preferred
  • ADP HRIS or comparable system experience preferred
  • Prior experience with immigration or visa processes preferred

Responsibilities

  • Oversee the full recruitment lifecycle, including job postings, candidate sourcing, screening, interviewing coordination, and selection support
  • Identify current and future staffing needs through collaboration with department leadership
  • Coordinate and manage onboarding processes and all required employment documentation
  • Maintain recruitment trackers, hiring records, and audit-ready documentation
  • Ensure accuracy and consistency of offer letters, employment records, and hiring data
  • Manage the full H-2B visa process, including preparation, submission, tracking, and compliance with Department of Labor (DOL) and USCIS requirements
  • Coordinate with legal representatives, candidates, and internal stakeholders
  • Monitor visa status, documentation, and regulatory obligations for sponsored employees
  • Maintain organized, compliant records for all visa-related matters
  • Develop and maintain effective working relationships with employees at all levels
  • Provide guidance on HR policies, procedures, and workplace matters
  • Support conflict resolution, corrective action processes, and performance-related discussions
  • Partner with managers to promote consistent and fair employee management practices
  • Administer and support the performance appraisal process
  • Provide tools, guidance, and documentation support for performance evaluations
  • Provide HR guidance on salary adjustments, promotions, transfers, and job classifications
  • Assist management in aligning compensation decisions with internal structures and policies
  • Ensure compliance with applicable Guam and federal employment laws and regulations
  • Conduct periodic audits of employee files, documentation, and HR processes
  • Maintain accurate, organized, and up-to-date HR records
  • Identify compliance risks and escalate issues as appropriate
  • Manage employee access through the Defense Biometric Identification System (DBIDS)
  • Conduct periodic and quarterly compliance spot checks
  • Coordinate with operational leadership to ensure proper employee authorization and records
  • Support initiatives that promote employee engagement, recognition, and workplace culture
  • Collaborate with leadership on organizational structure and workforce planning
  • Drive HR programs that enhance employee productivity and satisfaction
  • Perform other related duties as assigned to support the Human Resources department and organizational objectives
