About The Position

The New Jersey Judiciary, Passaic Vicinage, is seeking a highly motivated professional to serve as its Human Resources Division Manager. This individual must be results-oriented, possess strong leadership, communication, problem solving and analytical skills. Under the general direction of the Court Executive 3b (Trial Court Administrator), the selected candidate will act as a strategic partner with the Vicinage management team in attracting, leading and developing the workforce: develop, implement, and evaluate programs and policies; manage recruitment and selection processes; develop and support training and education initiatives; manage employee and labor relations matters for the Vicinage, including grievances, arbitrations, and disciplinary matters; advise supervisors and managers on policy issues and interpretations of articles in labor agreements; process regular and supplemental payrolls; administer and coordinate all new enrollments and changes to employee benefits programs; advise employees on policy issues, their rights and entitlements; maintain and safeguard confidential information in personnel and medical files; serve as the Vicinage ADA Coordinator for Title 1 matters; supervise Human Resources team members, including supervisory, professional, and support staff; and perform related duties as required. The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access. Regular and predictable physical presence at the worksite is an essential function of this position.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree
  • Five years of professional administrative and/or program management experience which shall have included responsibility for payroll processing, benefits administration, classification, salary administration, labor/employee relations, training, and/or selection/recruitment
  • Three years of supervision of staff
  • Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits.
  • An associate's degree and two years of additional professional experience may be substituted for the required bachelor's degree.
  • A master's degree may be substituted for one year of experience as indicated above
  • A law degree may be substituted for two years of experience as indicated above
  • Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
  • Newly hired employees must agree to a thorough background check that will include fingerprinting.
  • All persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey.
