About The Position

The Director of Human Resources is responsible for developing and leading a comprehensive, organization-wide HR strategy that supports TMRS' mission and operational excellence. This role ensures organizational integrity through effective workforce planning, regulatory compliance, risk mitigation, leadership development, performance management, and total rewards strategy, while building scalable HR infrastructure. The Director oversees daily HR operations and delivers the execution of programs and policies across talent management, employee engagement, and development initiatives. This position leads organization-wide leadership development efforts and advances both short- and long-term HR planning through clear priorities, measurable outcomes, and continuous improvement. Serving as a strategic advisor to senior leadership, the Director provides guidance on employee relations, performance management, and key workforce decisions, including hiring and terminations. The role also manages the HR budget, ensures fiscal accountability, and leads, develops, and mentors HR staff to maintain a high-performing, compliant, and collaborative work environment. Requirements

  • Graduation from an accredited four-year college or university in Business Administration, Human Resources Management, Organizational Leadership, Public Administration, or related field.
  • 7+ years in senior HR leadership.
  • Proven track record of individual and team success.

  • Master's degree preferred.
  • SPHR or SHRM SCP certification.
