About The Position

The Human Resources and Procurement Coordinator provides direct administrative support to the Administrative Support Section, Office Manager, and Healthcare Quality Leadership staff. This role is crucial for managing procurement, invoice processing, fleet management, travel documentation, and personnel matters within the Healthcare Quality division. The position is part of the Department of Public Health (DPH) and emphasizes values such as Service, Innovation, Teamwork, Excellence, and Equity. Employees may be required to work in times of emergency or disaster and may be designated as essential employees subject to being on call 24 hours a day.

Requirements

  • A high school diploma and relevant experience in business management, public administration, or administrative services, OR a bachelor's degree may be substituted for the required work experience.
  • Ability to type a minimum of 40 corrected words per minute (WPM).
  • Proficiency in computer software programs.
  • Effective oral and written communication skills.
  • Ability to stand, walk, reach, push, pull, stoop, bend, climb at least 2-3 flights of stairs, and lift up to 50 pounds routinely.
  • Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered, subject to approval.
  • Must possess a valid driver's license (if required for the position, a certified copy of a 10-year driving record will be required).

Responsibilities

  • Process disbursements for state and federal entities by submitting invoices for processing, including encumbrances of applicable direct or blanket PO's and/or contracts for agency cell phones, fleet management, and contractual services.
  • Utilize Encumbrance reports and be knowledgeable of HQ Budgets.
  • Serve as a FleetWeb Coordinator for Healthcare Quality, managing and updating all agency vehicles assigned to the division.
  • Provide training to staff on FleetWeb as required.
  • Assist with the coordination of in-state and out-of-state travel arrangements (flights, hotel reservations, registrations).
  • Assist in processing travel reimbursements and inform staff of necessary time frames and deadlines related to travel requests and approvals.
  • Maintain proper documentation for employee travel in compliance with agency policies and procedures.
  • Ensure proper funding codes are utilized for travel arrangements and reimbursements.
  • Coordinate with program areas to ensure timely invoice payment processes for received purchases by completing goods receipts in SCEIS or uploading invoices to the AP Share Point site.
  • Serve as a liaison between program staff and Accounts Payable/Receivable and procurement teams.
  • Perform other duties as assigned, including emergency response and preparedness.
  • May be designated as an essential employee subject to being on call for a 24-hour basis.
