About The Position

Under the direction of the Human Resources Manager or his/her designee, performs professional and analytical human resources work in the areas of recruitment and selection, training and development, employee relations, classification and compensation, risk management, leave management, benefits administration, and labor relations.

Requirements

  • Knowledge of public administration principles and techniques; human resources laws and regulations; public finance principles, operations and administrative practices; excellent computer skills including, Microsoft Word, Excel, PowerPoint, HR information systems, and enterprise database; and English grammar, spelling and composition.
  • Ability to communicate clearly and concisely, orally and in writing; demonstrate superior analytical, organizational and planning skills; exercise good judgment, courtesy, and tact with staff and the public; assess departmental and community needs, and assist in the development of programs to meet those needs; establish and maintain effective working relationships with the public, community groups, and staff; effectively train and supervise subordinates; maintain confidentiality of highly sensitive information, and utilize quality customer service skills and techniques.
  • Three years of increasingly responsible public sector Human Resources experience is required.
  • Bachelor's degree in Public Administration, Business Administration, Behavioral Sciences, or related field is required.
  • Possession of a valid California Class C Driver's License is required.

  • Master's degree in a related field is desirable.

Responsibilities

  • Researches, organizes, and analyzes technical data relative to departmental functions and programs, and makes recommendations.
  • Prepares reports and correspondence relative to departmental functions; performs routine and complex calculations.
  • Participates in various City committees and attends trainings and meetings.
  • Conducts classification and compensation studies, and job analyses.
  • Stays current on human resources and risk management related laws, regulations and mandates, including EEOC, FLSA, ACA and Cal-OSHA; reviews and analyzes legal and regulation changes, and makes recommendations.
  • Provides analytical support for the review, revision and implementation of the City's salary and benefits resolution; provides analytical support to the City's Employee Benefits Committee.
  • Assists Payroll staff with complex employee pay calculations and transactions, and implementation of salary and benefits resolution changes.
  • Conducts research and analysis for human resources, risk management, and finance related projects and programs.
  • Works with City management to update, develop and implement human resources, risk management, and finance policies, procedures and processes.
  • Assists with the City's Unpaid Internship Program.
  • Provides information to City employees regarding policies and procedures; serves as a resource to supervisors on personnel matters.
  • Assists with coordinating City recruitments, hiring processes, human resources transactions, and employee benefits.
  • Adheres to City and departmental policies and procedures; performs related work as assigned.
