About The Position

The Department of Economic Security (DES) is seeking an experienced and highly motivated individual to join their team as a Human Resources Analyst Senior (Human Resources Operations Lead). This role involves coordinating and administering all aspects of employee personnel and classification actions, ensuring compliance with DES policies and federal and state regulations. The position provides instruction, guidance, and excellent customer service to employees, managers, and human resources professionals. It requires accurate interpretation of Federal and State Personnel laws, Department of Administration rules, and DES policies and procedures. The role involves close collaboration with various DES Human Resources units on complex and confidential issues. This position may offer remote work within Arizona, with one day per week in the office/hoteling. Requirements

  • Knowledge in Federal and State laws, rules, regulations, and procedures, and ADOA and DES rules, policies, and procedures related to work assignments.
  • Knowledge in ADOA classification/compensation guidelines.
  • Knowledge in ADOA salary structure.
  • Skills in reading, interpreting, understanding, and implementing department and administrative policies and procedures.
  • Skills in researching, collecting, analyzing, editing data, and reporting information.
  • Skills in independent problem-solving and decision-making in the area of assignment.
  • Ability to handle daily demands, changing priorities, and adapt to rapid changes in workload as required.

Nice To Haves

  • Bachelor’s Degree in Human Resources or closely related field.
  • Two (2) years’ experience as an Intermediate Human Resources Analyst or equivalent experience.
  • Relevant HR Certification.

Responsibilities

  • Serves as the senior subject matter expert for Classification and Compensation for the division.
  • Acts as the lead specialist for all personnel work within the division.
  • Provides expert-level technical analysis, review, guidance, and training to other professionals within the division.
  • Conducts quality assurance reviews for all personnel, classification, and requisition actions submitted.
  • Conducts salary analysis.
  • Processes all actions through OnBase to DES HRA for processing into AZ360 within established deadlines.
  • Follows up on outstanding items requiring action by HRA or DBME.
  • Pends all actions uploaded to OnBase for quality review and notifies HRA if actions are not input timely or accurately.
  • Maintains confidential records and documentation related to all personnel actions, including all DBME employee personnel files (active and inactive).
  • Prepares updates, establishments, and reallocation packets for submission to HRA based on AD's request and division needs.
  • Reviews and completes Position Description (PD) requests submitted by Hiring Managers, Management, and Field HR Business Partners, conferring with the requester for clarification.
  • Tracks all PD actions submitted to HRA for timeliness and completion.
  • Completes special projects as assigned.
  • Reviews and submits Hiring Request Forms for approval and forwards them to Talent Acquisition, ensuring positions are authorized to fill and reviewing for accuracy and updated PDs.
  • Responsible for the upkeep and maintenance of the division's official organizational charts and input of all supervisor changes into AZ360.
  • Works closely with HRA, Payroll, and other personnel agencies/offices.
  • Serves as a Performance Management Administrator, reviewing reports, contacting liaisons and managers regarding evaluation completion, and assisting supervisors and managers with evaluation-related issues.
  • Acts as Division timesheet proxy.
  • Serves as Division lead during the state's annual Open Enrollment, I-9 verification, and OnBoarding process.
  • Meets with DBME Management and Liaisons to discuss and resolve any outstanding personnel actions.
  • Handles confidential HR actions for the Executive Leadership Team.
  • Attends all ADOA and DES training, workshops, and meetings related to the assigned position.
