About The Position

This position is in the Office of Human Resources, HRIS Division. The Human Resources Analyst II reports to the HCM Time Tracking and Absence Manager and provides complex office administration and support. The role involves daily operations of time and absence, troubleshooting, monitoring integrations, supporting payroll, communicating policies, and coordinating projects. The position also assists the division with complex, technical, and administrative tasks within Human Resources Information Systems, including HRIS Time & Absence Administration, End-User Training, Report Management, System Maintenance & Testing, Tier-2 Functional Support, Troubleshooting & Support, and Electronic Personnel Records Management. The role requires drafting correspondence, conducting research, handling confidential matters, and prioritizing tasks effectively in a fast-paced environment.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, computer information systems, business or public administration, or a related field.
  • Two (2) years' professional experience in human resources administration.
  • Transparent and high integrity leadership.
  • Organizational abilities, including planning, scheduling, and task facilitation.
  • Operational Knowledge of Workday.
  • Advanced knowledge of Microsoft Office, including but not limited to: Word, Excel, Outlook, PowerPoint, SharePoint, and teams.
  • Written and oral communication skills.
  • Strong work ethic with a high degree of energy.
  • Ability to exercise judgment and discretion in supporting, applying, and interpreting office policies and procedures.
  • Ability to use initiative to include creatively identifying both traditional and non-traditional methods of problem solving in the completion of work tasks in the most effective and efficient manner.
  • Ability to gather, correlate, and analyze facts.
  • Ability to prepare clear, concise, and comprehensive reports and memos.

Nice To Haves

  • Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.
  • Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

Responsibilities

  • Administer daily operations related to time and absence, including troubleshooting issues, monitoring integrations, and supporting payroll validation and processing.
  • Communicate policies and procedures to departments, county employees, and external partners.
  • Coordinate project plans, project meetings, and agendas.
  • Assist division in performing complex, technical, and administrative tasks in the area of Human Resources Information Systems.
  • Monitor daily integrations related to time and absence, resolving errors and ensuring data accuracy.
  • Assist with review of manuals, quick reference guides, and conducting system demonstrations for County Employees.
  • Assist with managing automated report schedules within the HRIS to deliver critical operational data to department managers on a recurring basis.
  • Assist with the functional configuration of enterprise platforms (e.g., Workday).
  • Test system updates, patches, and software fixes to ensure zero disruption to services.
  • Serve as the back-up, technical troubleshooter for HR staff and division, assisting in resolving complex system errors and cases escalated from payroll preparers, managers, and employees.
  • Analyze problems to identify root causes, recommend solutions, and ensure resolution in a timely manner.
  • Manage the structural setup, categorization, and digital retention of employee files within the HRIS, ensuring compliance with Human Resources retention schedules.
  • Draft correspondence, reports, and documents.
  • Conduct research on various human resources information system issues.
  • Successfully complete critical aspects of deliverables with a hands-on approach, including drafting acknowledgement letters, personal correspondence, and other tasks that facilitate the HCM Time and Absence Manager.
  • Prioritize conflicting needs, handle matters expeditiously and proactively, and follow through on projects to successful completion, often with deadline pressures.
  • Handle confidential matters with discretion.
  • Perform other duties as assigned.
