JOB SUMMARY: Under the general direction of a Senior Human Resources Analyst, performs responsible work in recruitment and selection. The incumbent exercises considerable independent judgment determining the appropriate recruitment strategy and developing the appropriate examinations to select the best applicants for positions. Work involves frequent contact with employees, and department officials. Work is reviewed through conferences, written reports, and observation for adherence to established policies and procedures and results obtained.

Requirements

  • Bachelor’s Degree from an accredited college or university in industrial/organizational psychology, business or public administration or related field; supplemented by five (5) years of professional experience in employment and recruitment.
  • Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
  • Valid Driver’s License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record
  • Knowledge of law and court decisions relating to employee selection.
  • Knowledge of federal, state, and local laws, ordinances, and regulations applicable to personnel management.
  • Knowledge of content and criterion validation.
  • Knowledge of Affirmative Action/EEO compliance.
  • Knowledge of HIPAA and other applicable Federal and State laws pertaining to employment and health benefits.
  • Knowledge of statistics and psychological measurements.
  • Knowledge of various job analysis and evaluation methodology.

  • Ability to evaluate data and present sound conclusions orally and in writing.
  • Ability to plan, assign and supervise the work of subordinate and clerical personnel.

  • Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates.
  • Departments fill vacancies from this list.
  • The top three names are considered for each vacancy unless otherwise modified.
  • Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance.
  • Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.
  • Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts.
  • Your eligibility may be canceled if you refuse a position or if you are not available for work.

Responsibilities

  • Prepares and coordinates the publication of recruiting materials, including recruitment and promotional announcements, newspaper, magazine, and journal advertisements.
  • Communicates with candidates, interviews and counsels’ applicants regarding employment opportunities, job requirements and employment procedures, schedules applicants for testing.
  • Coordinates the recruitment and selection process; determines examination types; researches and writes examinations; administers examinations; explains and defends procedures to the public, the Civil Service Board, and other Advocacy groups.
  • Develops policies and procedures; conducts oral and performance examinations; reviews and evaluates applications; performs job audits to determine job content; conducts job analysis to determine proper selection strategy.
  • Researches and prepares reports and manuals; performs statistical computations to determine adverse impact and mathematical calculations to convert raw scores; interprets and enforces Civil Service rules and regulation.
  • Confers with department and division heads on recruitment and selection problems, devising solutions and implementing necessary changes; prepares periodic and special reports.
  • Contacts other jurisdictions regarding subject matter experts for promotional panels; participates in validation studies.
  • Assist the Human Resources Administrator in duties as the City’s Test Examiner.
  • Reviews collective bargaining proposals affecting overall recruitment and selection; Civil Service rules and regulations and promotional procedures; providing input.
  • Participates in salary and benefits surveys and other generalized Human Resources activities.
  • Assists in the supervision of clerical and support staff.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
