About The Position

This position serves as a professional staff employee of the Indiana State Police, primarily responsible for managing the department’s professional staff hiring and recruiting process, as well as the promotions process for police personnel. The role involves managing various aspects of recruitment, hiring, orientation, and promotion systems, ensuring compliance with relevant laws and regulations, and advising on personnel matters.

Responsibilities

Manage the professional staff hiring process for the Division Commander.
Maintain professional staff applicant files and ensure applicants are provided for vacancies, including active recruiting efforts both outside and within the Department.
Manage new employee orientation for professional staff positions.
Manage the professional staff mentoring program.
Manage the police promotions system.
Manage the contract and contract process with the promotion process consultant.
Provide information to and regularly communicate with the promotion process consultant.
Advise the Human Resources Division Commander on the police promotions system.
Maintain the policy performance appraisal tracking database.
Advertise monthly police promotions vacancies.
Maintain promotion records.
Schedule and monitor police promotions testing.
Review all applications and determine the qualifications of applicants.
Advertise all professional staff vacancies within the Department.
Select applicants for the interview process.
Set up interviews in coordination with the Chair of the interview committee.
Provide interview instructions and forms.
Set up and/or administer tests as required.
Correspond with applicants throughout the selection process for professional staff vacancies.
Serve on interviews and other committees when assigned.
Disseminate information regarding employment opportunities, requirements, vacancies, and the promotions process for Department personnel.
Contact local and regional educational facilities to coordinate recruiting activities.
Recruit professional staff applicants for positions that are difficult to fill.
Initiate background investigations for prospective employees, including conducting the credit history inquiry and Criminal Justice Institute Registry searches.
Keep current on applicable Federal and State laws and regulations pertaining to employment practices, i.e., Equal Employment Opportunity, Affirmative Action, and Americans with Disabilities Act.
Evaluate background investigations and make recommendations to the Chief of Staff.
Conduct job evaluations and write job descriptions for Department personnel.
Review job descriptions to formulate special requirements for certain positions.
Maintain and update the official Department database for professional staff and police job descriptions.
Interpret rules and regulations related to civilian hiring and professional staff employees.
Counsel Department employees on career opportunities.
Develop new systems and procedures into workable programs.
Complete special projects as assigned.
Purge applications on a routine basis.
Assist the Executive Secretary of the Personnel Board.
Act as liaison to the State Personnel Department regarding the professional staff application process.
Maintain the monthly police vacancy list.
Determine the eligibility of applicants to participate in the promotions process, to include EEO considerations.
Provide eligibility lists to the promotion process consultant.
Manage contract proposals and renewals, including negotiation and recommendations to the Primary Staff.
Approve payment and reconcile invoices from the promotion process consultant.
Manage the purchase of required textbooks for the police promotion testing process.
Prepare quarterly statistical reports regarding the police promotion system, including tracking minority participation.
Perform other duties as required.
