About The Position

The NYC Department of Consumer and Worker Protection (DCWP) is seeking a detail-oriented and analytical Human Capital professional to serve as a Human Capital Operations Associate within the Human Capital Division. Reporting to Human Capital leadership, the Associate will support personnel operations, organizational management, workforce planning, and personnel transactions. This role is essential to ensuring the agency's Human Capital operations are efficient, compliant, and aligned with City policies and civil service requirements while serving as a liaison with agency divisions and oversight agencies. This position may be eligible for remote work for up to 2 days per week, pursuant to the Remote Work Pilot Program.

Requirements

  • A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in "1" above; or
  • A combination of education and/or experience equivalent to "1", "2", or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in "1" above.

Nice To Haves

  • To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
  • To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Responsibilities

  • Perform professional Human Capital operations work with independent judgment in the administration of personnel actions, organizational management, and workforce planning.
  • Manage salary increase, promotion, and reassignment requests by reviewing documentation, conducting parity analyses, coordinating approvals, and ensuring timely implementation.
  • Develop, maintain, and update agency organizational charts and workforce planning materials to accurately reflect reporting structures and staffing changes.
  • Serve as the Human Capital liaison to the Office of Management and Budget (OMB), the Department of Citywide Administrative Services (DCAS), and other oversight agencies by coordinating personnel submissions, responding to inquiries, and ensuring timely review and approval of agency requests.
  • Manage Human Capital procurement activities, including coordinating procurement requests, tracking purchase orders, monitoring contract-related activities, and ensuring timely processing of invoices and payments for Human Capital services and initiatives.
  • Analyze workforce data, prepare reports, and provide recommendations to support operational and strategic decision-making.
  • Provide guidance on Human Capital policies, procedures, and personnel actions, and recommend process improvements to enhance operational efficiency.
  • Assist with audits, compliance reviews, special projects, and other related duties as assigned.
