About The Position

The Health, Safety, Environmental & Sustainability (HSES) Manager is responsible for leading, implementing, and continuously improving the HSES strategy, programs, and performance for Borusan Pipe US’s Houston-area manufacturing operations. This role ensures full compliance with regulatory requirements while advancing a proactive safety culture and integrating sustainability and ESG objectives aligned with Borusan’s global standards. The HSES Manager serves as the site’s primary HSES leader and strategic partner to operations leadership, driving risk reduction, environmental stewardship, and sustainable manufacturing practices. The position reports directly to the VP, HSES, who provides oversight across Borusan Pipe US and Borusan Berg Pipe, ensuring alignment with global corporate HSES systems and performance expectations.

Requirements

  • Bachelor’s degree in Safety, Environmental Science, Engineering, Industrial Hygiene, or related field required
  • Minimum 5–8 years of progressive HSE/HSES experience in a manufacturing or heavy industrial environment.
  • Demonstrated leadership or supervisory experience required.
  • Strong leadership and influencing skills across all organizational levels.
  • Excellent communication, training, and presentation abilities.
  • Strong analytical and problem-solving capabilities.
  • Ability to manage multiple priorities in a fast-paced manufacturing environment.
  • Collaborative leadership style with ability to manage competing priorities.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook)
  • Strong working knowledge of: · OSHA, EPA, and applicable regulatory frameworks · ISO 14001 and ISO 45001 management systems · Industrial risk assessment and hazard mitigation · Process and machinery safety · Industrial hygiene and occupational health principles · Environmental compliance and reporting · Sustainability and ESG reporting practices

Responsibilities

  • Lead and manage all Health, Safety, Environmental, and Sustainability programs for the Borusan Pipe US manufacturing site.
  • Drive implementation and continuous improvement of the Borusan HSES Management System (HSES-MS).
  • Partner with plant leadership to integrate HSES objectives into operational and production strategies.
  • Champion a culture of safety ownership, accountability, and continuous improvement across all departments.
  • Serve as the primary HSES liaison with corporate leadership and global HSES teams.
  • Ensure compliance with all applicable federal, state, and local regulations including OSHA, EPA, TCEQ, DOT, and related requirements.
  • Maintain compliance with ISO 14001 and ISO 45001 standards and support audits and certifications.
  • Oversee environmental permitting, reporting, and regulatory interactions.
  • Conduct risk assessments, hazard analyses, and exposure evaluations.
  • Lead incident investigations, root cause analysis, and corrective action implementation.
  • Lead site sustainability initiatives aligned with Borusan’s global ESG strategy.
  • Manage tracking and reporting of environmental and sustainability metrics including: · Scope 1, Scope 2, and Scope 3 emissions · Energy usage and efficiency initiatives · Waste reduction and recycling programs · Water and resource management
  • Support corporate sustainability disclosures and ESG reporting requirements.
  • Identify opportunities to improve environmental performance and operational efficiency.
  • Lead, coach, and develop HSES personnel and related facility support functions.
  • Facilitate HSES committees and employee engagement initiatives.
  • Influence operational leaders to proactively manage risk and safety performance.
  • Develop recognition programs and safety campaigns aligned with company objectives.
  • Build strong cross-functional relationships across operations, maintenance, engineering, and HR.
  • Develop and deliver HSES training programs for employees, supervisors, and leadership.
  • Ensure regulatory and competency-based training requirements are met.
  • Promote leadership accountability through safety leadership training.
  • Support onboarding and contractor safety qualification processes.
  • Analyze HSES performance metrics and identify trends using data analytics.
  • Provide regular performance reporting and recommendations to site leadership and VP, HSES.
  • Conduct workplace inspections and audits to verify compliance and effectiveness.
  • Drive corrective and preventive actions to reduce incidents and environmental impacts.
  • Manage site emergency response programs and drills.
  • Maintain and continuously improve Emergency Response and Continuity of Operations (COOP) plans.
  • Coordinate response readiness with internal teams and external agencies.
  • Ensure accurate and timely completion of all required reporting, including: · OSHA recordkeeping (OSHA 300 logs) · Environmental permit reporting (including Title V requirements) · ESG and sustainability reporting · Contractor prequalification documentation
  • Maintain documentation aligned with corporate and regulatory requirements.
