About The Position

C2O Group is seeking an experienced HSE / SIMOPS Lead to support a major LNG facility project in Southern Louisiana. The HSE / SIMOPS Lead will be responsible for overseeing Health, Safety, and Environmental (HSE) programs and managing Simultaneous Operations (SIMOPS) activities during construction, commissioning, startup, and operational readiness phases. This role will ensure safe coordination of overlapping project activities while maintaining compliance with project, client, regulatory, and industry safety requirements. The HSE / SIMOPS Lead will serve as a key interface between engineering, construction, commissioning, operations, contractors, vendors, and client stakeholders to identify risks, implement mitigation measures, and support safe project execution.

Requirements

  • Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, Industrial Technology, or a related discipline.
  • Minimum of seven (7) years of LNG, oil & gas, petrochemical, industrial, or energy infrastructure project experience.
  • Demonstrated experience supporting HSE management, SIMOPS coordination, commissioning, startup, operational readiness, or major construction projects.
  • Strong knowledge of HSE regulations, risk management methodologies, permit-to-work systems, and process safety principles.
  • Experience leading SIMOPS planning and coordination activities in complex, multidisciplinary project environments.
  • Excellent communication, leadership, facilitation, and stakeholder management skills.
  • Ability to identify operational conflicts, evaluate risk, and develop practical mitigation strategies.

Nice To Haves

  • LNG project experience is strongly preferred.
  • Experience supporting large-scale LNG export, petrochemical, or energy infrastructure projects through commissioning and startup.
  • Professional certifications such as CSP, ASP, CHST, NEBOSH, or equivalent are preferred.
  • Knowledge of OSHA regulations, Process Safety Management (PSM), HAZOP, JSA, and risk assessment methodologies.
  • Experience supporting brownfield tie-ins, facility expansions, or projects involving concurrent operations and construction activities.
  • Proven ability to manage multiple priorities while maintaining safety, compliance, and project execution objectives.

Responsibilities

  • Lead HSE and SIMOPS planning, coordination, and execution activities across assigned project areas.
  • Develop and implement SIMOPS management plans, procedures, risk assessments, and communication protocols.
  • Facilitate SIMOPS meetings, work coordination reviews, and daily activity planning sessions involving multiple stakeholders.
  • Identify, assess, and mitigate risks associated with concurrent construction, commissioning, startup, and operational activities.
  • Support operational readiness reviews, startup safety reviews, hazard analyses, and permit-to-work processes.
  • Coordinate with engineering, construction, commissioning, operations, contractors, vendors, and client representatives to ensure safe execution of overlapping activities.
  • Monitor compliance with project HSE requirements, regulatory standards, and client safety expectations.
  • Lead incident prevention initiatives, safety observations, field audits, inspections, and corrective action tracking.
  • Support emergency response planning, drills, and readiness assessments.
  • Prepare HSE and SIMOPS reports, metrics, risk registers, and performance updates for project leadership and client stakeholders.
  • Promote a strong safety culture and ensure adherence to Life Saving Rules, Process Safety Management (PSM), and industry best practices.
