About The Position

APTIM Federal Services, LLC is seeking an HSE Manager (identified in the description as the Site Health and Safety Officer, or SHSO) for its Navy contract work at Hunters Point Naval Shipyard in the San Francisco Bay Area. The project involves removing environmental and radiological contaminants, reinvestigating areas of concern, restoring the shoreline, and constructing seawalls along the San Francisco Bay waterfront.

The SHSO implements and maintains relevant APTIM safety programs alongside client procedures to support a safe, compliant work environment. The role ensures project safety requirements are implemented under approved Accident Prevention Plans (APP), Activity Hazard Analyses (AHA), and Site Health and Safety Plans (SHSP/HASP). It requires strong field leadership and coordination with the client Site Safety Representative, Navy representatives, APTIM Site Management, and APTIM Corporate Safety leadership. The position spends approximately 80–90% of its time in the field, supporting construction, environmental remediation, and radiological investigation work, primarily outdoors.

The role includes safety program oversight, hazard analysis and work planning, hazardous-site and industrial-hygiene monitoring, training and communication, incident management, emergency response coordination, and maintenance of safety records. The position may require travel and reporting to work on short notice, including weekends, nights, or holidays as needed.

Requirements

• Five to ten years of safety experience, including at least five years in construction safety, or three years of construction safety experience if holding a Certified Safety Professional (CSP) certification or a degree in safety and health.
• At least one year of experience working at hazardous waste sites where EPA Level B and Level C PPE was required.
• Specialized training and experience in PPE programs, respiratory protection program implementation, air-monitoring instrumentation and sampling techniques, and interpretation of air-monitoring results.
• Demonstrated knowledge of applicable federal, state, local, DoD, and Navy/Marine Corps occupational safety and health regulations.
• OSHA 30-Hour Construction Safety Training, required for Environmental Restoration and BRAC projects.
• 40-Hour HAZWOPER certification.
• Current First Aid and CPR certification from a recognized organization such as the American Red Cross.
• Fluent spoken, written, and read English.
• Valid driver's license with a clean driving record.
• Strong written and verbal communication skills.
• Moderate to advanced computer skills, including Microsoft Outlook, Word, Excel, and PowerPoint.
• Ability to travel and report to work on short notice, including weekends, nights, or holidays as required.
• Ability to stand and walk for 70–100% of the time, lift and carry 20–50 pounds, climb ladders, scaffolding, and elevated structures, enter confined spaces, operate vehicles on and off site, conduct air and noise monitoring, and wear fall-protection harnesses and half-face or full-face respirators.

Responsibilities

• Provide safety leadership, guidance, and technical support to the APTIM Site Management team.
• Implement and enforce the approved APP, AHAs, and SHSP/HASP for field activities.
• Monitor field work for compliance with applicable OSHA, EPA, DoD, Navy/Marine Corps, and client safety requirements.
• Ensure required permits, gas monitoring, PPE use, and safe work practices are followed.
• Spend 80–90% of work time in the field coaching personnel, identifying hazards, and correcting at-risk behaviors.
• Assist supervisors with the Job Safety Analysis (JSA) process and development and review of AHAs; submit AHAs to the client for acceptance.
• Monitor pre-job briefings for adequate hazard identification and safety coverage.
• Conduct daily site walk-downs and weekly safety inspections with supervisors.
• Ensure safety protocols are implemented at hazardous waste remediation sites, including work requiring EPA Level B and Level C PPE.
• Support respiratory protection programs and PPE requirements.
• Conduct or coordinate air, noise, and confined-space monitoring as required; manage instrumentation and sampling, and interpret results.
• Conduct site safety orientations and required safety training for APTIM personnel.
• Communicate lessons learned during morning meetings and field briefings; lead or support weekly supervisor safety meetings and site safety committee meetings.
• Maintain liaison with client site safety representatives and APTIM corporate safety leadership.
• Facilitate incident investigations and injury management, coordinate clinic visits when necessary, and enter incident data into the APTIM Incident Management System (AIM).
• Promote and support good-catch and low-level reporting programs.
• Facilitate site emergency response procedures, including client-required evacuations.
• Ensure adequate supplies and proper use of required PPE, including flame-resistant clothing and respiratory protection.
• Support confined-space entry safety, fall protection programs, and other specialized safety plans.
• Maintain OSHA logs, training records, incident reports, and safety compliance documentation.
