About The Position

This position is responsible for ensuring Older Americans Act programs including Aging Services, Congregate Dining Program, Home-Delivered Meals, Health Promotion Services and state reporting are administered according to state and federal statutes. Responsibilities include problem-solving daily operational issues, assigning work duties and providing supervision, developing new or streamlined policies and procedures and meeting state mandates for quality control, timeliness and other state requirements.

Requirements

  • Bachelor’s degree or formal preparation equivalent to a four-year program, and two or more years of prior experience in a human services related field.
  • Proven experience with food service principles and procedures, sanitation, and hygiene.
  • Two or more years of supervisory experience is required.
  • Proven experience in ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals as well as ability to compute rate, ratio and percent and to draw and interpret bar graphs.
  • Knowledge of Trauma Informed Care and Health Equity principles is essential.
  • Ability to communicate effectively verbally and in written format.
  • Valid driver's license.
  • Proof of minimum auto liability insurance coverage.
  • Food Service Sanitation Certificate (required within the first three months of hire).

  • Licensed dietitian (LD) or registered dietitian nutritionist (RDN) preferred.

Responsibilities

  • Provide oversight of the senior dining program, national family caregiver support program, supportive home care, Alzheimer family caregiver support program, respite care, case management and health promotion programs for older adults.
  • Direct activities of staff engaged in aging services, clerical, nutrition site/home delivered meals and health promotion programming, including the establishment of standards of work performance and methods of operation.
  • Receive and administer funds in compliance with all relevant provisions of federal and state laws or regulations.
  • Prepare, present and monitor the annual budget for the Aging Services and Nutrition programs.
  • Review and approve Aging and Nutrition program expenditures under the constraints of the budget.
  • Coordinate and administer contract provisions of in-home service vendors, food vendors, supplies, facilities and other aging, nutrition and health promotion related services in conjunction with the department contract process and county procurement process.
  • Provide leadership in the preparation, presentation, approval, facilitation and assure compliance of the three year County Aging Plan.
  • Search, apply, oversee and direct grant writing for new program initiatives.
  • Serve as liaison to ADRC Governing Board, Bureau of Aging and Disability Resources, department councils and community councils.
  • Collaborate and consult with community agencies to ensure there is adequate access to services that meet the needs of consumers.
  • Troubleshoot local data entry (as assigned by WI DHS) computer issues and coordinate State system updates and improvements.
  • Coordinate the Aging and Nutrition Services unit data reporting system and data submission to the State.
  • Ensure accurate data is submitted.
  • Coordinate the completion of the monthly Aging & Disability Resource Center newsletter and distribute accordingly.
  • Answer questions and resolve policy and case system issues for line staff on a daily basis.
  • Research, track and analyze aging, nutrition and health promotion program data in order to provide information to management, county board and other interested parties.
  • Gather information from reports including performance standards and demographic information as needed.
  • Implement new State and Federal programs and policies by educating and training staff.
  • Participate in county-wide prevention planning efforts.
  • Provide direction to staff that conduct Home Delivered Meal (HDM) participant assessments and reassessments and ensure compliance.
  • Track and monitor client data related to all aging program participants and nutrition site activity to ensure compliance with the budget.
  • Compile, organize and prepare statistical data for monthly, quarterly and annual reports.
  • Coordinate and facilitate the Nutrition Program Advisory Council (NPAC) meetings.
  • Facilitate meetings with meal delivery and other service providers.
  • Facilitate and coordinate nutrition site coordinator meetings and training.
  • Coordinate review of sanitation policies, procedures and menus with a registered dietitian or nutritionist.
  • Coordinate the development and provision of educational and supportive services at meal sites.
  • Identify issues and implement remedial measures.
  • Keep abreast of State and Federal programs and policies, communicating this information to staff.
  • Assure compliance with federal, state and local mandates.
  • Maintain program certifications.
  • Ensure compliance with financial, federal and state audits.
  • Complete quarterly program audits and submit reports to ADRC Manager.
  • Assist with the recruitment and training of volunteers for the nutrition and prevention programs.
  • Perform nutrition site coordinator and delivery driver duties when required.
  • Provide back-up coverage to department e-mail address.
  • Contribute to and participate in the strategic plan and long term goals of the agency.
  • Demonstrate a commitment to county safety and risk management efforts.
