About The Position

This position serves as a functional expert in HRIS administration and human resources operations, responsible for ensuring the integrity, accuracy, and compliance of employee data across systems and processes. The role integrates system oversight, data analysis, and leave program administration while exercising independent judgment to resolve complex issues, support institutional decision-making, and drive process improvements.

Requirements

  • Bachelor’s degree preferably in Human Resources, Business Administration, Information Systems, or a related field.
  • Progressive experience in HRIS, human resources operations, payroll, or a related field, with demonstrated responsibility for managing complex transactions and data processes.
  • Experience interpreting and applying HR policies, procedures, and regulations to varied and complex employee situations.
  • Proven ability to analyze, troubleshoot, and resolve data discrepancies and system issues using independent judgment.
  • Experience with HRIS platforms (e.g., PeopleSoft) and advanced proficiency in data tools such as Excel (e.g., pivot tables, formulas, data analysis techniques).
  • Demonstrated ability to manage multiple priorities, meet critical deadlines, and maintain a high level of accuracy in a high-volume environment.
  • A background check will be required.

Responsibilities

  • Administer and maintain the Human Resources Information System (PeopleSoft) and related platforms, ensuring data integrity, system functionality, and compliance with institutional, State, and Federal requirements.
  • Analyze, approve, and execute complex employee lifecycle transactions (e.g., hires, separations, compensation changes, leave actions).
  • Research, troubleshoot, and resolve complex system errors and data discrepancies, coordinating with IT, Payroll, Benefits, and external partners.
  • Serve as a functional expert for HRIS processes, including personnel interface processing, master file loads, and system integrations; identify root causes of issues and implement corrective solutions.
  • Design and perform regular and ad hoc audits (e.g., leave balances, position changes, data integrity reviews).
  • Analyze audit findings, identify trends or systemic issues, and develop recommendations for corrective action and process improvements.
  • Prepare and deliver reports and data analyses for internal stakeholders and external reporting requirements.
  • Administer complex leave programs (e.g., Accident Leave, Parental Leave, advanced leave programs), serving as a primary point of contact for employees, departments, and external agencies.
  • Interpret and apply HR policies, collective bargaining agreements, and State regulations to unique or sensitive employee situations, providing guidance and recommendations.
  • Coordinate with internal and external stakeholders (e.g., IWIF, ESH, departmental HR representatives) to resolve leave-related issues and ensure proper administration.
  • Monitor and audit leave usage, identify discrepancies, and implement corrective actions in collaboration with departments.
  • Evaluate HRIS and HR operational processes to identify inefficiencies, risks, and opportunities for improvement; design and implement enhanced workflows and controls.
  • Develop, maintain, and standardize comprehensive procedures, documentation, and training materials.
  • Lead and participate in system testing activities (e.g., upgrades, patches, enhancements).
  • Serve as a subject matter expert and consultant to HR staff, payroll, departmental representatives, and employees on HRIS processes, data issues, and leave programs.
  • Provide guidance on complex transactions, ensuring adherence to policies, and minimizing risk to the institution and employees.
  • Manage and resolve HRIS-related inquiries and service requests, prioritizing and escalating issues as appropriate.
