This position is currently employed by CATS, a department of the City of Charlotte. With the passage of the PAVE Act and last year’s sales tax referendum, CATS is preparing to transition from a City department to the newly created Metropolitan Public Transit Authority (MPTA). The MPTA was established to strengthen regional transit governance, improve accountability, and support long‑term investment in mobility. It’s an important and exciting step forward for transit in our region. Employees hired into this role will remain City employees through December 31, 2026, and will transition to MPTA employment on January 1, 2027. Benefits and compensation will follow City provisions through 2026 and shift to MPTA provisions in 2027, with clear information shared in advance. Your core duties, reporting structure, and daily responsibilities will remain consistent, with no break in service. If anything delays the transition, your City employment, including compensation and benefits, will remain in place until the move to the MPTA occurs. The creation of the MPTA positions us for a more modern, sustainable, and efficient transit system, one that can better support the Charlotte region for decades to come. SUMMARY The HRIS Analyst (Workday Administrator) administers and supports CATS’ human resources information system, with primary responsibility for Workday system configuration, data integrity, and reporting functionality supporting workforce operations. Reporting to the Senior HR Manager, this position serves as the technical resource responsible for maintaining HR system performance, ensuring workforce data accuracy, and enabling efficient HR processes across People and Culture. The role provides operational system administration for HRIS functions including employee data management, business process configuration, reporting, and user support. The HRIS Analyst works closely with HR Administration, Payroll, Benefits, Organizational Development, Finance, and Information Technology to ensure system functionality aligns with organizational workflows and compliance requirements. Through system administration, data management, and reporting support, this position enables reliable HR operations and supports workforce decision-making, and maintains flexibility to support future HRIS platforms and system enhancements.

Requirements

  • Bachelor’s degree in Information Systems, Human Resources, Business Administration, Data Analytics, or related field and two (2) to three (3) years of experience supporting HR systems, Workday administration, or business systems analysis; or an equivalent combination of education and experience.
  • Ability to administer HR technology systems, with specific expertise in Workday configuration and functionality.
  • Ability to maintain accurate workforce data supporting organizational operations and reporting.
  • Ability to develop and interpret workforce reports supporting HR and organizational decision-making.
  • Ability to diagnose HRIS issues and coordinate effective solutions.
  • Ability to improve HR processes through effective use of technology.
  • Ability to support users and explain system functionality to non-technical audiences.
  • Knowledge of Workday system functionality including business processes, security roles, and reporting tools.
  • Knowledge of HR operational processes including payroll, benefits, and employee data management.
  • Knowledge of data management, validation, and reporting practices.
  • Knowledge of system security and confidentiality standards for workforce data.
  • Skill in configuring and supporting HRIS systems, particularly Workday.
  • Skill in developing reports and analyzing workforce data.
  • Skill in troubleshooting system and data issues.
  • Skill in communicating technical information to non-technical users.
  • Skill in maintaining organized system documentation.
  • Ability to maintain accuracy and integrity in complex HR data systems.

Responsibilities

  • Administers Workday modules and business processes within established governance frameworks.
  • Maintains system configuration including organizational structures, job profiles, security roles, and workflows.
  • Supports system updates, releases, and testing activities.

  • Supports alignment between HR processes and system capabilities.
  • Provides day-to-day support to HR staff and system users.
  • Assists users with navigation, transactions, and reporting tools.

  • Supports onboarding of HR staff to Workday processes.
  • Collaborates with HR Administration teams supporting payroll, benefits, and employee relations processes.
  • Coordinates with IT regarding system integrations, security access, and technical support.
  • Works with Finance and other departments to support workforce data needs.
  • Serves as liaison between HR users and system vendors.
  • Maintains confidentiality and security of workforce data within HR systems.
  • Supports audit requests and compliance reporting requirements.
  • Assists with system access reviews and security role management.
  • Ensures system usage aligns with organizational data governance standards.
