About The Position

The Cape Breton-Victoria Regional Centre for Education (CBVRCE) is seeking an HR Personnel Officer to join their Human Resources Department at the Central Office. This is a permanent, full-time, non-union position. The CBVRCE is responsible for the administration of the public school system in Cape Breton and Victoria Counties, serving approximately 12,000 students in 38 schools. They aim to foster a caring, dynamic, and creative environment that promotes educational opportunities and lifelong learning. Requirements

  • A minimum 2-year relevant post-secondary diploma in Human Resources, Industrial Relations, Data Analytics, Business Administration/Commerce, Technology or other related field is required.
  • Minimum of three (3) years' related experience, preferably within a unionized environment.
  • An equivalent combination of education and experience may be considered.
  • Demonstrated expertise in the Microsoft Office suite of products (Word, Outlook, Excel, etc.).
  • Demonstrable expertise with the collection, manipulation, and analysis of data.

Nice To Haves

  • A university degree in a related field is preferred.
  • Demonstrated experience working within the SAP Human Resources module is strongly preferred.

Responsibilities

  • Provide assistance and support in various human resources services, with a primary focus on data collection, analysis, and records management.
  • Assist with recruitment, retention, and utilization of substitutes/casual employees.
  • Support contract and policy administration, and labor relations.
  • Coordinate and handle employment documentation.
  • Update and maintain human resources information systems.
  • Track and report employment activity.
  • Run reports and analyze data.
  • Respond to schools and employees on matters relating to employee status.
  • Oversee the collection and maintenance of required employee documentation, including the Criminal Records check cycle and annual declaration process.
  • Oversee, collect, audit, and analyze Human Resources data, files, and systems to ensure accuracy and completeness.
  • Support the development of and conversion to an electronic file management system for employee personnel files.
  • Assist with performance appraisal management with the technical development of the electronic employee appraisal tool.
  • Provide assistance with return-to-work processes, WCB, Injury on Duty, attendance management data, and leave requests.
  • Ensure regular updating and maintenance of HR and Payroll related data in the SAP/HRIS system.
  • Assist with staffing and selection processes including job postings, shortlisting, interviews, reference checks, and skills assessments.
  • Manage and maintain the Human Resource pages of the CBVRCE website.
  • Provide front-line human resources information to employees and supervisors with respect to collective agreements and terms and conditions of employment.
  • Assist with conducting employee onboarding as well as planning training and development.
  • Provide support for employee and committee meetings as directed.
  • Prepare correspondence, email, and respond to telephone requests for information and support.
  • Troubleshoot employee access to the employee portal, email, and the Employee Self-Serve system.
  • Assist with planning and organizing Human Resources functions.
  • Assist with the preparation for collective bargaining.
  • Manage Human Resources Special Projects as requested.
  • Perform any other duties as assigned.
