About The Position

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Human Resources (HR) Generalist, Benefits & Leave, under general supervision, performs advanced level HR management work. This position assists and specializes in benefits administration with a focus on the Family & Medical Leave Act (FMLA), parental leave, Medical and Mental Health Care Leave for Certain Veterans, Americans with Disabilities Act (ADA) and agency granted leave coordination under TDEM and/or TAMUS Benefits. Works with limited supervision with latitude for use of independent judgment. Position is located and performed at the TDEM Headquarters located in Austin, Texas. Salary is a fixed rate and is non-negotiable. This position is located on-site and not subject to telecommuting.

Requirements

  • A Bachelor's degree in an applicable field or equivalent combination of applicable education and experience.
  • Two (2) years of applicable HR experience.
  • Working knowledge of HR management principles, HR core processes, FMLA, Parental Leave, ADA, WC and other federal or state employment related entitlements.
  • Knowledge of COBRA and HIPPA provisions.
  • Knowledge of TAMUS Wellness Programs.
  • Knowledge of leave accounting and Leave without Pay (LWOP) processes.
  • Ability to apply Federal, State laws and agency guidance to a formal process.
  • Ability to coordinate with internal and external stakeholders to include but not limited to TDEM staff, TAMUS representatives and vendors.
  • Ability to timely and accurately administer timelines.
  • Ability to pay attention to detail.
  • Skills in oral and written communication including active listening.
  • Proficient in using a computer, Microsoft Suite and HR related applications.
  • Skill in multi-tasking, prioritizing and organization.
  • Ability to create PowerPoint presentations and informative web content focused on HR topics.
  • Ability to handle competing timelines.
  • Ability to execute critical thinking when analyzing situations.
  • Ability to maintain confidential and sensitive information.
  • Ability to communicate with tact and diplomacy.
  • Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.

Nice To Haves

  • Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience.
  • A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

Responsibilities

  • Provides moderately complex Benefits administration and guidance to TDEM management and agency employees on the process and completion of forms related to Benefit Programs, the Family & Medical Leave Act (FMLA), Medical and Mental Health Care Leave, parental leave and Americans with Disabilities Act (ADA). May include new medical leave provisions as enacted.
  • Provides expertise to supervisors and employees assisting, guiding, interpreting, analyzing, developing, and proposing solutions by following procedures or applying federal laws, state laws, agency policy and protocols.
  • Ensures administration and compliance of the Benefits Program.
  • Performs timely and accurate administrative recordkeeping, case management and maintenance for FMLA, parental leave, Medical and Mental Health Care Leave, and ADA for TDEM.
  • Provides notice and completes processing of new requests and recertifications of FMLA, parental leave, ADA and Medical and Mental Health Care Leave and leave programs within timelines.
  • Performs benefit related presentations at New Employee Orientation (NEO), new supervisor training and as needed.
  • Prepares and provides HR correspondence and reporting related to FMLA, Medical and Mental Health Care Leave, ADA and leave programs under authoritative guidance with federal and state laws, practices, policies and TAMUS regulations.
  • Audits and enters leave entries for processing in Workday for FMLA, Medical and Mental Health Care Leave and other leave programs.
  • Coordinates and processes agency granted leave in accordance to regulations, requirements and criteria.
  • This position is a security-sensitive position. The individual in this position is required to handle Protected Health Information (PHI) as defined by HIPAA regulations. The individual is required to handle PHI in accordance with A&M System policy and is further required to complete HIPAA training as a condition of employment, within a reasonable timeframe after the individual’s employment, and on an as needed basis thereafter.
  • Coordinates TDEM Benefits related events.
  • Educates and provides content marketing to staff on TAMUS and TDEM Wellness Programs.
  • Responsible for file management and lifecycle of Benefit files.
  • Reviews and responds to Benefits email account daily reviewing items and routes to appropriate team members and may assist with other division email accounts as needed.
  • Assist with offboarding processes and conduct exit interviews for Benefits.
  • Creates or maintains desk aids, process flow charts, presentation slides, and other HR-related informational resources.
  • Contributes to division planning, developing, revising, and implementing HR policies, procedures, and forms.
  • Maintains up-to-date knowledge of applicable federal, state, and leave laws and policies to ensure consistent and compliant leave administration.
  • Assists in performing administrative work in support of HR programs to include posting, hiring, recruiting, selection, vetting compensation, classification, orientation, performance management and Workday processing.
  • May assist with Workers’ Compensation (WC).
  • May assist with personnel action form requests and justification memorandums for accuracy, routes requests in Docusign, and processes personnel changes in Workday.
  • May assist HR staff members with special projects or assignments to include the TDEM Academy, Student Worker Program, Fellows Program, and Unpaid Internship Programs.
  • May cross train on specialized HR functions in an assigned area, such as benefits, employee relations, investigations, onboarding, performance evaluation/management, organization development, recruitment, and workers’ compensation.
  • Performs other related duties as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintains regular course of attendance during authorized work schedule and work extended hours when needed.
  • Ability to travel up to 10%.
