About The Position

AvantGarde, LLC (AG) seeks to engage an HR Classification Specialist who supports AG’s federal US Capitol Police (USCP) client by providing classification expertise to standardize new and existing positions. This is a full-time, hourly position. Responsibilities include providing day-to-day human resources position classification management for a Title 5 federal agency.

Requirements

  • Classification expertise to standardize new and existing positions.
  • Day-to-day human resources position classification management for a Title 5 federal agency.
  • Knowledge of OPM Classification Standards.
  • Understanding of classification appeal decisions.
  • Ability to make distinctions in the proper crediting of factor levels and ultimate allocation of grade levels.
  • Ability to communicate grade distinctions to management with supporting criteria and justification.
  • Experience conducting audits and preparing written evaluation statements.
  • Ability to determine if an accretion of duties is justified or if a position is classified correctly.
  • Experience assisting in planning and conducting studies to identify short- and long-range classification needs.
  • Ability to advise managers on designing positions for a complex organization.
  • Ability to maintain and ensure position classification accuracy and consistency.
  • Knowledge of accepted principles and rules of judgment in analyzing contentious and complex individual position and organization structure issues.
  • Experience adjudicating position classification appeals.
  • Ability to develop a process to support consistently applying classification guidance across the organization.
  • Experience developing job descriptions and implementing standardized/benchmark position descriptions for a variety of federal occupational series including professional, administrative, technical and wage grade.
  • Knowledge of OPM’s Classifier’s Handbook and Qualification of Standards.

Responsibilities

  • Review and evaluate position descriptions in accordance with OPM Classification Standards.
  • Apply classification standards and supplemental guidance to determine title, series and grades.
  • Keep abreast of classification appeal decisions to determine organizational impact and impact on classification practice.
  • Provide management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development.
  • Make distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions and communicates grade distinctions to management with supporting criteria and justification.
  • Conduct audits and prepare written evaluation statements.
  • Determines whether an accretion of duties is justified or that the position is classified correctly.
  • Assist in planning and conducting studies to identify short- and long-range classification needs.
  • Advise managers on how to design positions for a complex organization.
  • Maintain and ensure position classification accuracy and consistency in interpreting and applying position classification standards.
  • Advise management on the accepted principles and rules of judgment in analyzing contentious and complex individual position and organization structure issues.
  • Adjudicate position classification appeals and develop a process to support consistently applying classification guidance across the organization.
  • Develop job descriptions and implement standardized/benchmark position descriptions for a variety of federal occupational series including professional, administrative, technical and wage grade.
  • Assist supervisors in determining the need for an exception position description and classify the position based upon knowledge of the position and the organization's mission and structure in compliance with OPM’s Classifier’s Handbook and Qualification of Standards.
