About The Position

Reporting to the HHS Housing Program Manager, this position is responsible for providing supervision of assigned staff, including hiring and onboarding new staff, ensuring that contracted services are being provided to persons served, and performing related duties as assigned. The Housing Supervisor is responsible for providing care coordinator services to persons served, ensuring that quality outcomes are achieved, preparing documentation, identification, development and coordination of housing resources and supportive services for individuals who are homeless and disabled, and performing related duties as assigned. This role also includes quality assurance activities and monitoring the transition of clients to Mental Health Rehabilitation services to ensure continuity of care.

Requirements

Bachelor’s degree in Business Administration, Social Work, Human Services, or a related field required; Relevant experience may be excepted in place of education
Minimum of 3–5 years of experience in housing services, homelessness services, or a related field.
Prior supervisory experience, including hiring, training, and performance management of staff.
Knowledge of community resources, housing systems, and supportive services for individuals experiencing homelessness and disabilities.
Experience with quality assurance, program monitoring, and compliance with regulatory and funding requirements.
Experience with Homeless Management Information System (HMIS) or similar database systems.
Strong organizational, communication, and leadership skills.
Ability to work independently and respond effectively in crisis situations.
Valid driver’s license and reliable transportation may be required.

Nice To Haves

Master’s degree preferred.
Familiarity with Mental Health Rehabilitation services and care coordination preferred.

Responsibilities

Provides supervision of assigned staff, including recruitment, hiring, onboarding, and ongoing performance management.
Conducts quality assurance reviews to ensure compliance with agency standards, VOASELA requirements, and regulatory agencies/funding sources.
Prepares and completes accurate, timely reports and documentation of services as required by VOASELA and regulatory agencies/funding sources.
Ensures that quality outcomes are achieved.
Serves as advocate for persons served.
Housing Supervisors are to be available to participants 24 hours/day for crisis support over the telephone.
Provides transportation to persons served as appropriate.
Conducts strength-based assessments and makes referrals to community-based services.
Provides crisis response and intervention.
Maintains assigned up-to-date files, electronic client records, and program records.
Participates in training required by accreditation standards, plus performance and quality improvement efforts.
Develops and maintains positive relationships with agencies and coalitions for the homeless, disabled, mental health agencies, and other agencies involved with individuals who are disabled and homeless.
Assists in the collection and analysis of housing availability data.
Develops action plans for meeting housing needs of individuals.
Promotes the concept that individuals who are homeless and disabled have a right to live in the least restrictive environment.
Keeps supervisory staff apprised of gaps in services and assists to develop resources to fill these gaps.
Adheres to Performance, CARF, and Quality Standards.
Provides direct services to persons served, as needed.
Available to participants 24 hours/7 days for crisis support over the telephone.
Enters data in Homeless Management Information System (HMIS).
Prepares reports for UNITY and works to have high performance scores on all projects.
Participates in CoC meetings, new referrals, and committees.
Monitors and coordinates the transition of clients to Mental Health Rehabilitation services, ensuring appropriate handoff, documentation, and follow-up.
Performs related duties as assigned.
