About The Position

The Housing Program Manager oversees NKCAC’s Rapid Rehousing and Senior Case Management Programs, ensuring coordinated, agency-wide housing responses for individuals and families at risk of or experiencing homelessness across Northern Kentucky, and ensuring support for at risk Seniors in assigned territory. Responsible for managing all grant activities, supervising housing and senior-focused staff, ensuring compliance with HUD, HOME-ARP and Boone County Fiscal Court requirements, and building strong partnerships with landlords, service providers, and community stakeholders. Works collaboratively with other NKCAC program staff and external service providers to provide comprehensive and holistic services for targeted families in the region.

Requirements

  • Bachelor’s degree in social work, public administration, human services, or related field.
  • Minimum 3–5 years of experience in housing, homelessness prevention, or community services programs.
  • Prior supervisory experience required.
  • Experience managing federal or state grants strongly preferred.
  • Knowledge of HUD regulations, HOME-ARP, CES, and HMIS systems.
  • Strong leadership, team management, and staff development skills.
  • Self-motivated and able to work independently, as well as work as part of a team.
  • Excellent organizational, reporting, and grant management abilities.
  • Skilled in crisis intervention, problem-solving, and housing-first strategies.
  • Strong communication and relationship-building skills with community partners and landlords.
  • Commitment to equity, trauma-informed care, and whole family/2Gen approaches.

Responsibilities

  • Lead the implementation of the Rapid Rehousing and the Senior Case Management Programs.
  • Manage all grant activities, including tracking deliverables, timelines, and compliance with HUD, HOME-ARP, Fiscal Court, and Continuum of Care (CoC) requirements.
  • Ensure program alignment with Coordinated Entry System (CES), Homeless Management Information System (HMIS), and NKCAC policies.
  • Maintain quality assurance and prepare periodic reports for funders, partners, and internal leadership.
  • Manage and monitor program budgets.
  • Supervise Housing and Senior Focused Case Manager(s) and Landlord Liaison(s).
  • Provide coaching and oversight to ensure staff deliver trauma-informed care, harm reduction, motivational interviewing, and housing-first aligned services. Ensure reporting accuracy through on site visits with staff and monthly monitoring of files.
  • Coordinate ongoing professional development, including HUD certifications and required housing training.
  • Oversee universal housing distress screening and triage systems.
  • Support housing case manager and mobility coaches in connecting clients to housing, stabilization supports, employment, childcare, and benefits.
  • Build and maintain relationships with landlords, property managers, and housing authorities to expand housing options.
  • Serve as primary liaison to regional partners such as Welcome House, the Kentucky Balance of State Continuum of Care, and Safety Net Alliance.
  • Maintain program files, general and electronic files and records in accordance with program and agency requirements, including Fiscal Courts, HMIS and NKCAC reporting system, empowOR.
  • Monitor client outcomes, financial assistance disbursements, and housing stabilization rates. Monitor client files and data in Empowor weekly.
  • Prepare reports for internal leadership, funders, and NKCAC’s Board of Directors.
  • Use data to drive program improvements and inform sustainability planning.
