About The Position

The Housing Resources Coordinator Supervisor provides oversight, advanced case management expertise, and leadership within the department programs focused on housing counseling services, housing navigation, and rapid resolution of homelessness. This position supervises Housing Resources Coordinators and Housing Counselors ensuring the consistent delivery of high‑quality, person-centered, trauma‑informed services. The supervisor brings extensive experience working with community mental health (CMH) consumers, strong knowledge of Medicaid-funded services, and a demonstrated ability to guide staff in evidence‑based practices such as trauma‑informed care, person‑centered planning models, critical time intervention. The supervisor maintains program fidelity, ensures compliance with grant requirements, leads team training and development, and supports escalated case consultations. This is a full-time position working 40 hours per week, generally Monday–Friday, 8:30 a.m. to 4:30 p.m. with periodic weekend and evening community events.

Requirements

  • Bachelor’s degree in social work, Human Services, Psychology, or a related field required
  • HUD Housing Counseling Certified
  • Minimum 3–5 years of case management experience, including work with community mental health consumers, individuals with complex needs, and experience navigating Medicaid-funded services.
  • Knowledge of Michigan CMH systems, Medicaid documentation standards, and behavioral health supports.
  • Proficiency with Microsoft Office, Windows, Outlook, and electronic record systems.
  • Ability to independently navigate Homeless Management Information System (HMIS) or willingness to complete required HMIS certification.
  • Strong communication skills, both written and verbal, with experience engaging vulnerable populations.
  • Ability to work independently and collaboratively in a fast‑paced environment.
  • Valid driver’s license, reliable transportation, and auto insurance meeting the organizational requirements.

Responsibilities

  • Provide direct supervision to Housing Resources staff, including coaching, performance evaluation, and professional development.
  • Conduct regular team meetings and individual supervision to ensure programming fidelity, quality assurance, and consistent implementation of best practices.
  • Serve as the point of escalation for complex cases involving CMH consumers, individuals with co-occurring conditions, or those requiring Medicaid-billable interventions.
  • Ensure staff adherence to housing best practices, trauma‑informed care, and person‑centered planning models.
  • Oversee day-to-day operations of housing counseling and housing navigation services within the housing programs.
  • Ensure program activities meet HUD, MSHDA, MDHHS, United Way, Medicaid, and agency requirements.
  • Provide oversight and quality control of documentation, service plans, and case files, ensuring accuracy and timeliness.
  • Monitor caseload distribution, staff productivity, and program outcomes to meet performance benchmarks.
  • Support staff in administering flexible financial assistance and ensure proper documentation for billing and audit readiness.
  • Provide advanced-level case consultations involving individuals with serious mental illness (SMI), substance use disorders (SUD), developmental disabilities, or intensive behavioral needs.
  • Guide staff in navigating housing counseling systems, CMH systems, Medicaid service arrays, and crisis support resources.
  • Ensure procedures are in place to identify individuals eligible for Medicaid-funded support and assist staff in linking consumers appropriately.
  • Maintain strong collaborative relationships with CMH agencies, street outreach teams, hospitals, and other behavioral health providers.
  • Support staff in building and sustaining relationships with landlords and property managers to expand housing opportunities.
  • Represent CHN and the Housing Resources Department in community meetings, Continuums of Care (CoCs), Local Planning Bodies (LPBs), and partnership initiatives.
  • Promote collaborative problem-solving across community agencies to support housing stability.
  • Mentor staff and lead training on: Diversion strategies, Homebuying Education, Critical Time Intervention (CTI), Trauma-informed care, Working with CMH consumers, Medicaid billing basics and documentation expectations.
  • Ensure ongoing competency through skill-building, shadowing opportunities, and refresher trainings.
