About The Position

The Housing Repair Specialist administers and implements housing repair and weatherization services offered through the Pima County Home Repair Program, for low-income to moderate-income homeowners in the County.

Requirements

  • Two years of experience working with government housing repair programs or in the building construction field.
  • Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment.
  • Must be able to lift forty pounds.
  • Must be able to safely use a ladder.
  • Must be able to use basic hand and power tools.
  • Must be able to access confined spaces and be comfortable at heights up to twenty feet.

Nice To Haves

  • Minimum three (3) years experience in a government housing repair program or three (3) years experience in the residential construction field.
  • Minimum two (2) years direct experience with grant-funded programs.
  • Minimum two (2) years direct experience in residential home repair, including energy retrofits.
  • Minimum two (2) years experience with energy efficiency testing and monitoring.
  • Bilingual (English/Spanish).

Responsibilities

  • Promotes housing repair and weatherization programs through outreach programs, presentations to and discussions with property owners and community organizations.
  • Measures and collects data on home energy use and residential energy utilization and airborne pollutants.
  • Processes forms and reports for Federal, State and Local programs.
  • Inspects houses to determine need for repair and weatherization.
  • Advises recipients of program services of their rights and obligations, explaining program policies and rules.
  • Estimates the cost of repair, prepares complete specifications of work to be accomplished, and provides work write-ups.
  • Performs on-site inspections of construction activities.
  • Conducts follow-up inspections to ascertain completion of corrective measures.
  • Advises residents on preventative measures necessary to maintain housing standards to minimize utility costs, and to avoid home problems and hazards.
  • Explains program documents and warranty policy information.
  • Mediates conflicts between homeowner and contractor and resolves owner complaints.
